The RATP Group is one of the world leaders in urban passenger transport. In a context of strong changes in the mobility practices of Ile-de-France residents, the company is committed to offering a range of products and services that meet their needs and expectations.

To achieve this, the RATP has been developing and strengthening its links with several partners in the world of transport and urban mobility for several years. This approach is in line with the RATP Group's ambition to put "excellence at the service of a more humane city" in order to make the city more civic-minded and sustainable.

In addition to a rapidly changing context, the RATP complies with the Mobility Orientation Law (LOM) and is developing secure parking spaces for bicycles at the stations (metro, RER and bus) it owns and which will be determined by decree.

In addition, Île-de-France Mobilités adopted in February 2020 a new Bicycle Parking Master Plan whose flagship objective is to increase from 20,000 to 100,000 bicycle parking spaces by 2030, with a two-stage version:

- by 2025, all stations with a self-access offer, 50% of which will have a secure parking offer,

- By 2030, all stations with secure parking.

In this context, the RATP is committed to the creation of secure parking lots near the stations it owns. The modalities of this development are governed by contracts, each of which concerns one or more tranches of financing. This contract concerns the execution of a set of tranches of financing for the installation of these secure parking lots.

It is a multi-contractor framework agreement with purchase orders with minimum and maximum amounts.

The nominal amount is calculated on the basis of 40 sites and 5,000 spaces integrated into the closed and secure bicycle lockers, and open shelters with free access.

The minimum amount corresponds to the amount of the benefits, reduced by 60% (nominal amount -60%).

The maximum amount corresponds to the amount of the benefits, increased by 30% (nominal amount +30%).

The award of the framework agreement will be carried out in the form of a podium.

The distribution of the minimum and maximum amount among the contractors will be made according to the final ranking of the technical and financial tenders.

The framework agreement includes the following implementation studies and associated works:

- Carrying out PRO and EXE studies of the locations studied in feasibility by the RATP (plan, instructions, calculation note, etc.),

- Drafting, constitution of the various files, documents and forms of CERFA type, requests for administrative authorizations, on behalf of the Project Owner (prior declaration, establishment of the building permit, presentation to the Architects of the Buildings of France, etc.),

- Preparation of all other requests for authorisations aimed at the smooth running of the installation of lockers and bicycle shelters: authorisation for temporary occupation of the public domain (AOT, DICT, etc.), traffic orders, parking bans, etc.,

- Follow-up of the examination of these applications for authorisation with the local authorities,

- Integration of lockers and bicycle shelters into the immediate urban environment,

- Transport, handling and lifting of materials and equipment, on each site, with appropriate means,

- Identification, signage, security of the site installation area (installation of signs, markings, signage, information to the public), throughout the intervention phase, until the handover of the work,

- Supply and installation of equipped lockers and open shelters of various sizes,

- Supply and installation of racks and racks for parking bicycles, as well as equipment (repair kit, inflation station, charging lockers for e-bikes, collection instead, safety equipment such as video protection, BAES, CPAU, etc.),

- Lighting of lockers and shelters, via an energy supply that is autonomous from the stations and stations,

- Cleaning of each of the sites after the installation of the lockers and shelters,

- Waste and packaging recovery,

- Withdrawal of construction site facilities,

- Exterior signage of car parks from neighbouring streets by installing signs, signalling masts in accordance with the IDFM charter.

The following services are not included in the contract:

- Operation of secure closed lockers,

- Exploitation of open shelters,

- Maintenance of lockers and shelters and spare parts,

- All SI-SE services,

- Access control: installation of access controls (badge reader, access by digicode, contact key, etc.), computer system (Box/PC) etc.,

- Use of CCTV images,

- Exploitation of data related to the detection system instead,

- Inspection and maintenance of fire extinguishers.

These services will fall under the "Operation of lockers and shelters – SISE" contract and will be carried out by the contract holder in the second quarter of 2025. Once the contract holder has been designated, a coordination meeting will be scheduled between the contract holder and the contract holder of the "Operation of lockers and shelters – SISE" contract.
