In October 2025, Groupement d’Intérêt Économique LPA/SPLM set up a Project Management Consulting Framework to secure strategic and operational support for development, investment and transformation projects. It matters because it brings business design, finance and sustainability expertise under one roof, signalling a pragmatic shift in how the public sector commissions complex advisory work.
The agreement is broad by design. It is intended to help shape programmes and underpin investment decisions across a range of priorities. The scope includes:
By combining strategic insight with operational assistance, the buyer is creating a route to advice that can inform options, quantify impacts and guide delivery.
This move sits within a wider pattern of public bodies formalising access to management consulting, financial expertise and project support through multi-year frameworks.
In May 2025, the Agence Française de Développement launched a Consulting Framework Agreement focused on transformation, organisational evolution and cultural change. In January 2024, the Banque de France set up a Project Management Framework Agreement spanning banking services, payment systems and market infrastructures, organised by lots.
The trend extends beyond France. In May 2024, Universitätsklinikum Essen sought a Consulting Services Framework Agreement to improve profitability and optimise processes. In June 2025, the Czech Ministry of Labour and Social Affairs initiated Strategic Consulting Services with up to six participants. Norway’s mapping authority did similar in May 2023, procuring a framework for financial and performance management.
Closer to the core of finance and tax, a July 2024 notice from GIE Expertise et Support set up a framework for accounting and financial assistance, including specific operations and tax monitoring. That focus mirrors the fiscal and modelling components in LPA/SPLM’s specification.
Environmental objectives increasingly sit alongside finance and strategy in these frameworks. In November 2025, Toulouse Métropole launched a Project Management Assistance framework for programming studies, environmental quality, construction economics and technical assistance for 2025–2029. Earlier, in September 2022, GrandAngoulême agglomération set up a single-award environmental project management assistance agreement phased across design, works and operation monitoring, capped at EUR 150,000 over four years.
Technical delivery support is being consolidated too. In February 2024, CEA Grenoble procured a multi-award Project Management Assistance Framework for complex building and infrastructure works. The national rail operator followed in August 2024 with a framework for scheduling, planning and coordination, selecting four licencees for missions nationwide. In November 2024, Eurométropole de Strasbourg opted for purchase orders under a project management framework for technical installations with fixed pricing.
For LPA/SPLM, the inclusion of sustainability analysis alongside fiscal and strategic advice suggests a similar intent: integrating environmental criteria into investment cases and business model changes, rather than treating them as a separate workstream.
Models vary, but recent notices show how buyers are making frameworks flexible and scalable.
Some use multi-award agreements that reopen competition for each assignment. In October 2022, Le Mans Métropole set up a multi-award framework for project management assistance on public space works. CEA Grenoble’s February 2024 arrangement for complex projects follows this pattern, as does the August 2024 rail planning framework that names four licencees.
Others concentrate spend with a single supplier. The GrandAngoulême environmental AMO from September 2022 is a single-award framework with defined phases and a financial cap.
Purchase-order mechanisms are common where needs are frequent and varied. In November 2023, a hospital client in Martigues created a framework for contractual and administrative project management assistance that mixes follow-on contracts and purchase orders. Eurométropole de Strasbourg’s November 2024 technical works framework takes the same route.
Lotting adds further control over scope and supplier mix. In January 2024, the Banque de France structured its project and assistance framework across areas such as payment methods and compliance. In January 2025, a housing body offered three-lot coverage of project management and technical audits under a multi-award framework. And in November 2025, another housing provider prepared a project management services framework spanning feasibility through to design and execution.
Taken together, these examples show why a consolidated advisory vehicle is attractive. Frameworks can be tuned to local demand—whether the need is strategic (business models and investment cases) or operational (planning, works support)—without restarting procurement each time.
For LPA/SPLM, the test will be how the framework is used to balance fiscal rigour with sustainability outcomes and practical delivery. Similar agreements show that call-offs tend to prioritise discrete phases—programming studies, financial modelling, or works-phase support—based on immediate needs. Watch for early assignments that reveal where the emphasis lies: redesigning services and business models, quantifying tax and investment impacts, or embedding environmental criteria into decision-making.
