Allocation of a building lease for the construction of an accommodation facility for dependent elderly people in Arras and of a project management mandate for the extension work of the head office of La vie active.
This contract is launched jointly by La vie active and Société Civile Immobilier Beffara, whose head office is located at 4 rue Beffara, 62000 Arras. Within the framework of a mandate agreement, SCI Beffara has given full powers to Active Life to manage this procedure. The consultation is launched according to the open call for tenders procedure provided for in Articles R. 2124-1 to R. 2124-3, R. 2124-5 and R. 2161-2 to R. 2161-5 of the Code of the public order of 1.4.2019. Variants are not allowed. Its purpose is to enter into a building lease with a lessee, in return for the payment of an annual fee by Active Life as manager of the EHPAD, which will have the role of being the client to build or have an EHPAD built in Arras. The lease is governed by the provisions of article L. 251-1 et seq. Of the construction and housing code. The maximum lease term not to be exceeded is 55 years. The future owner will also have a project management mandate for the management of the extension works of the LVA head office located at 4 rue Beffara, 62000 Arras. The project management mandate is carried out in accordance with the provisions of article L. 2422-5 of the public procurement code of 1.4.2019. The powers of the representative are defined in article 6.6 of the CCAP. The provisional financial envelope for extension works is 600,000 EUR excluding tax, excluding mandate. The estimated amount excluding taxes for the project management mandate is: EUR 36,000 excluding tax, ie 6% of the estimated financial envelope for the extension work of the head office. The head office extension work is linked to the EHPAD construction work that should be carried out concurrently due to the compliance of the premises. The goods (EHPAD in Arras + extension of the head office building) will be destined to become the property of SCI Beffara. The head office extension work will be financed from the equity of the La vie active head office.
