The lots were divided strictly for reasons related to the fact that the project financing is carried out within 4 distinct financing contracts, as well as the contracting authority's desire to implement a completely integrated information system, whose components share and automatically exchange data. Thus, interested bidders are required to submit offers for all four Lots, and evaluation will be performed integratively for all four lots. The winning bidder will sign four contracts, one for each lot, but will be responsible for implementing a unified and fully functional system with all components purchased across all 4 lots.
Any interested economic operator has the right to request clarifications or additional information only through SICAP, at least 20 days before the deadline set for submitting offers, according to art. 160 para. (1) and (2) of Law 98/2016. To the extent that requests for clarifications or additional information have been made within the previously specified deadline, the contracting authority's responses will be published in SICAP at least 11 days before the deadline for submitting offers, in accordance with art. 161 para. (1) of Law 98/2016, and the contracting authority will not respond to requests made through other communication means or at a different deadline than the one established.

• Procurement of 70 sets of three side on-board information panels (LED type) for identifying the route and direction: front, side and rear panel Bidders should keep in mind that within the contract, they are required to offer an integrated information system, which will include for all lots all the requested hardware components, standard system software, and specialized application software that meets the minimum requirements of the specifications and allows full achievement of the project objectives, according to the specifications for each lot. The mandatory requirement for the integration of all components provided within each lot into a unified system will also be taken into account. The contracting authority requests offers for existing specialized application software and platforms, the functionalities of which can be configured and implemented within a maximum of 6 months from the date of signing the contract. Thus, bidding for existing software systems that can be purchased through licensing is required, and the implementation effort (services) should focus on configuring the application and integrating with existing systems, and not on developing core software products or functionalities. Offers proposing to develop one or more applications from scratch will not be accepted, and that do not explicitly present the proposed software products, as this is a supply contract and not a custom software development service contract.
