The object of this contract is the SERVICES FOR ANALYSIS, DESIGN, DEVELOPMENT, AND IMPLEMENTATION OF A VIRTUAL COORDINATION SYSTEM FOR AGENTS (CoVA) APPLIED TO INTERGENERATIONAL ASSISTANCE FOR THE ADMINISTRATION OF THE PRINCIPALITY OF ASTURIAS that allows for proactive and efficient administration, encompassing processes, people, and the necessary technology for appropriate use, security, and management. This contract is framed within the Public Procurement of Innovative Technology (CPTI), its object has an innovative content and employs functional specifications, rather than technical requirements: It is aimed at acquiring a service that does not exist in the Principality of Asturias, but can be developed in a reasonable time, given that the technology is at a development level that allows it. The main tasks included in this contract are as follows: a. Implementation of a virtual coordination system for agents based on artificial intelligence applied to intergenerational assistance for the Administration of the Principality of Asturias that allows for the utilization of generated and managed data. b. All necessary services for the deployment of the contracted elements, required subscriptions/licenses, as well as their management and maintenance during the pilot demonstration phase. c. Utilizing the potential of data from the Administration of the Principality of Asturias (hereinafter, APA) to implement new forms of public management based on interoperability and data analytics. d. Establishing the technological and procedural foundations for the implementation of a proactive Administration that allows maximizing public spending efficiency. e. Development of techniques/rules for automated management and classification of data, documents, and files using advanced Artificial Intelligence techniques. f. The incorporation of deep learning techniques as these digitalization processes can produce immense amounts of data for training, thus increasing efficiency, effectiveness, and intelligence in the data handling processes of Public Administrations. g. Creating a corporate data space that includes the source data, inferred data during system usage, as well as facilitating interoperability and administrative processing circuits. h. Creating a proactive attention and assistance environment with citizens. i. Creation of a specialized sandbox that serves as an ideation and experimentation environment. j. Integration with the electronic file processing system (SITE) of the APA, and other applications and systems indicated in this document. k. Ensuring the supply chain of artificial intelligence (AI), for which measures will be implemented to guarantee the integrity and security of artificial intelligence models at all stages, components, and data used, with strict legal compliance with EU Regulation 2024/1689, and compliance with decree 98/2025 which regulates the use of artificial intelligence in the Administration of the Principality of Asturias.
