  1. The Government of Kenya (hereinafter called “Borrower”) has received financing from the World Bank toward the cost of the Coastal Region Water Security and Climate Resilience Project (CRWSCRP), and intends to apply part of the proceeds toward payments under the contract for Consultancy Services for Feasibility Study at Mwache Dam Irrigation Project in Kwale County, REF; KE-MOWI-CRWSCRP-002-2025-2026-CS-CQS For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

  2. The objective of this assignment is to conduct a feasibility study followed by the preliminary design for the development of a 2,000Ha irrigation scheme in the Mwache dam environs. The development of irrigation infrastructure would make it possible for the local communities to draw economic benefits from the water resources harnessed from the Mwache dam. Development options will place emphasis on efficient and economically viable irrigation water supply, distribution and application technologies evaluated over the long term. In addition, the investment will need to be structured and packaged in a manner that would ensure that farmer management in the project is realized within the shortest time possible. Funding for the irrigation scheme development is not included in the current World Bank Funding, but will be considered by MOWSI for future development based on the outcomes of this study.

  3. The tasks to be carried out under the assignment includes but not limited to:




  • A Preliminary Feasibility Study that will identify at least three irrigation development options for the project.

  • Detailed Feasibility Study of the irrigation option selected by the target farmers and implementing agencies.

  • Preliminary Design of the optimum development plan from the Detailed Feasibility Study.



4. The Firm shall have the following qualifications:



This Assignment will be conducted by a firm with similar expereince in;



Core business and years in business: The firm shall be registered/incorporated as a consulting firm with core business in similar field. The selected consultancy firm shall have a proven track record and extensive hands-on experience in planning, design and construction supervision of irrigation projects in developing countries, especially in Africa. The firm shall have good knowledge and understanding in working with smallholder farmers in implementation of irrigation projects in Kenya or within the region or related fields for a period of a minimum of 15 years.



Relevant experience:  The firm shall demonstrate as having successfully executed and completed at least 2 No. assignments of similar nature, complexity and in a similar operating environment in the last 10 years. Details of similar assignments-Name and address of the client, scope, value, and period should be provided in the submitted Expression of Interest including enumeration of these similar past assignments.



Technical and managerial capability of the firm: The firm shall demonstrate as having the requisite technical capacity and managerial capacity to undertake the assignment in the submitted company profile(s). The comprisition of a multi-disciplinary team as ioutlined in the TORs attached



5. The Consulting Services Contract is expected to be for a period of Seven (7) Months from the date of commencement.



6. The State Department Water and Sanitation through the Coastal Region Water Security and Climate Resilience Project (CRWSCRP), now invites firms to express their interest in providing the services. The shortlisting will focus on experience in Similar assignments, Similar Environment and Availability of Key Experts among the staff



7. The Consultant Firm will be selected in accordance with the Consultant Qualification Selection method (CQS) set out in the World Bank’s Procurement Regulations for IPF Borrowers dated September 2025 Seventh Edition (Regulations).
