Härnösand municipality procures a framework agreement for materials and tools for plumbing, electricity, refrigeration, gas and sheet metal.

It is first and foremost the municipality's upper secondary school and vocational education that will call off the framework agreement, but the municipality's other administrations also have the right to call-off.

The HVAC and Real Estate program educates high school students and adults in the areas of HVAC, Cooling and Real Estate. The courses lead to a degree as a plumber, refrigeration fitter or property technician.

Härnösand has a long tradition of education in energy technology from upper secondary school to university level. At present, Härnösands gymnasium educates young people and adults towards professional degrees and certification in both regular and apprenticeship schemes. Härnösand municipality is also the responsible education provider for Heta Utbildning YH, which started in 2006 as qualified vocational education / KY but in 2009 became polytechnic / YH. Heta Utbildningar Commissioned Education conducts examination courses for certification in F-gas/AC and in Bioenergy, Solel, Solar Heating and Heat Pumps.

Härnösands gymnasium and Yrkeshögskolan work closely with industries and companies, both locally and regionally, to develop current education and start new educational paths, in order to assure the quality of the education and educate towards a real need. Both upper secondary and polytechnic education includes internships, WBL (Workplace-based Learning) at upper secondary school and LIA (Learning at work) at the university of applied sciences. The internship is an advantage for both companies and students as it gives the educators good insight into the development of the industries and the students get the chance to make important contacts.
