The subject of this procedure is the awarding of security services in central accommodation facilities (CDE) and initial reception facilities (EAE) for refugees in the state of North Rhine-Westphalia (Season VII).

The district government of Arnsberg also conducts this procedure for the participating district governments of Düsseldorf and Cologne. The contractor's contractual partner is the state of North Rhine-Westphalia, represented by the respective district government.

The contract to be awarded includes services, in particular from the following areas:

- security services

For each institution, a bidder / consortium is commissioned to carry out the service.

In addition, the second- and third-placed companies will each move into a waiting position. If the contract with the first-placed company is terminated prematurely during the basic term (e.g. due to insolvency or extraordinary termination), the respective competent district government may, as an alternative to carrying out an award procedure, first ask the second-placed and then the third-placed company whether it would take over the services under the contract conditions offered. The client is not obliged to make use of this mechanism. If the client decides against this, he shall inform the second and third place winners.
