This procurement is taking place in the context of the implementation by the Ploiești General Railway Hospital of the project: "Implementation of the Integrated Information System for the digitization of the activity of the Ploiești General Railway Hospital", a project aimed at implementing new IT solutions to serve the activities of the healthcare unit by starting a process of digitization of the specific processes of the healthcare unit. The implementation will be accompanied by the provision of IT services that will include stages of analysis, configuration/parameterization, testing, and transition to production of the IT solution, training services, and development of the digital skills of employees.

Any interested Economic Operator has the right to request clarifications or additional information regarding the award documentation. Number of days until which clarifications can be requested before the deadline for submitting offers: 18. Any request for clarifications must be sent via SEAP (www.e-licitatie.ro), after the Economic Operator registers for the award procedure. The contracting authority will respond clearly and completely to all requests for clarification/additional information on the 11th day before the deadline for submitting offers, through a consolidated response. The contracting authority will publish the consolidated responses to clarifications in SEAP at least 11 days before the deadline for submitting offers, in accordance with Articles 160–161 of Law 98/2016.

The provider, in order to achieve the deliverables and meet the expected results, will implement a complex IT solution that will address the clinical and non-clinical activity of the Hospital aimed at optimizing processes and flows at the hospital level, in accordance with the specifications in the specifications sheet and will include the following 4 components:
• Basic infrastructure (including interconnectivity and interoperability)
• Parameterization of the non-clinical component
• Parameterization of the clinical component
• Staff training.
The implemented digital solution will cumulatively ensure:
• A collaborative working environment among all structures of the Ploiești General Railway Hospital involved in providing medical services to citizens;
• Transparency, predictability, and traceability in operation; the implemented solution will represent a flexible and adaptable tool to the specific institutional needs, which will allow for the streamlining of clinical and non-clinical processes, back-office and front-office activities, and promote competence and accountability among human resources;
• Compliance, from a functional perspective, with European regulations and standards, as well as relevant national legislation in force
