The subject of the contract is the design and construction service of the Internet Electronic System - Property Appraiser (ESRM) and other services. A detailed description of the Object of the Order is included in Annex 1 to the ToR. The contracting authority reserves the right to first evaluate the offers and then examine whether the contractor whose offer has been assessed as the most advantageous is not subject to exclusion and meets the conditions for participation in the procedure. The two-month period specified in Section IV.2.6) shall be understood as 60 days from the date set for submitting bids. The Awarding Entity does not provide for the possibility of awarding contracts referred to in art. 67 section 1 points 6 and 7 of the Act. The contractor is obliged to pay a deposit of PLN 2,000.00 (say: two thousand zlotys). Before signing the contract, the contractor is required to provide a performance bond of 2% of the total gross price stated in the offer.

The Contractor within 3 days of posting the information on the Purchasing Platform, as referred to in art. 86 section 5 of the Act, is required to provide the contracting authority with a declaration of belonging or not belonging to the same capital group as referred to in art. 24 paragraph 1 point 23 of the Act. With the submission of the declaration, the contractor may provide evidence that the links with another contractor do not lead to a distortion of competition in the procurement procedure. A specimen declaration is attached as Annex 4 to the ToR. Bid evaluation criteria: price: 60%, level of System reliability - 20%, requirements for Sytem infrastructure - 20%. Deadline for the contract: the contractor is required to:

1) perform the service of designing and building an online Electronic System website - Property Appraiser (ESRM) within 120 calendar days of the conclusion of the contract,

2) perform the service of starting the System within a time limit agreed with the Employer no later than 10 business days from the date of signing by the Parties of the service delivery protocol referred to in point 1),

3) perform the migration of current data to the System within 5 business days from the day of System activation,

4) provide a system maintenance service for a period of 12 months from the date of System activation,

5) execute Development Orders within the deadlines agreed with the Employer - within a period of 12 months from the day the System was launched,

6) perform the training service within 10 business days from the day of System activation.
