Position Title –   Deputy Portfolio Coordinator


The Government of Mozambique, represented by the Ministry of Transport and Logistics (MTL), has requested financing from the World Bank to fund the Safer Roads for the Socio-Economic Integration Program of Mozambique, and intends to apply part of these funds to consulting services.


Therefore, the Ministry of Transport and Logistics (MTL) invites interested, qualified, and eligible individual consultants to express their interest for the position of Deputy Portfolio Coordinator.


The Deputy Portfolio Coordinator will provide technical and management support to the Portfolio Coordinator in supervising the daily operations of the Project Management Unit (UIP). The Deputy Coordinator will ensure continuity of leadership, coordinate technical and fiduciary teams, and play a key role in monitoring work plans, guiding provincial units, and ensuring quality assurance throughout the implementation cycle.


Job Requirements


The Deputy Coordinator must possess the following qualifications and skills:



  • Higher university degree (preferably Master's) in Project Management, Business Administration, Public Administration, Engineering, Economics, or related fields;

  • A certification as a Project Management Professional (PMP) or a similarly recognized international certification will be a requirement;

  • Minimum of fifteen (15) years of professional experience in large infrastructure projects, with at least five (5) years in coordination roles in infrastructure projects;

  • Experience in supporting or managing donor-funded projects, especially those funded by the World Bank or similar IFIs, would be an advantage.


Attention is drawn to interested Consultants to Section III, numbers 3.14, 3.16, and 3.17 of the “Procurement Regulations for IPF Borrowers” of the World Bank, dated September 203 (the “Procurement Regulations”), which establishes the World Bank’s policy on conflict of interest. Additionally, the consultant should consult the following specific information regarding conflicts of interest related to this consultancy.


The Consultant will be selected according to the Method of Selection of Individual Consultants established in the Procurement Regulations.
