The City of Rovaniemi will tender the design and implementation of the Napapiiri-Nivavaara-Syväsenvaara multipurpose building with a single procurement. The tenderer shall provide the design and implementation of the project, either individually or as a group. The tenderer must meet all the suitability requirements set out when submitting the application to participate. The suitability requirements are further defined in the preliminary invitation to tender (Annex 1) and on the ESPD form.
The multipurpose building project is a complex consisting of several parts. The entity to be acquired includes a school building to be renovated, i.e. a so-called small school, a new building to be built for secondary school use, parking and yard areas, and a sports field to be renovated and expanded, i.e. a nearby sports facility. Approximately 1,100 children will be learned daily in the future multipurpose building and about 110–130 staff members will work. In the evenings and on weekends, the house serves club and hobby activities as well as residents of the area.
The project will be implemented as an alliance.

During 2022–2026, the phased implementation of the project will be based on the following steps:
• In the first phase, a new building will be built for secondary school use, the development phase of which will be carried out tentatively in 11/2022–7/2023 and the implementation phase will be carried out tentatively in 7/2023–6/2025. In development phase 1, a more detailed scheduling of the entire project for 2022–2026 will be determined.
• In the second phase, the school building, the so-called small school, will be renovated. The development phase of the second phase is expected to start on 7/2024 and be completed on 5/2025. The implementation phase of the second phase is expected to start on 6/2025 and be completed on 7/2026.
• The timetables for the development and implementation phases of the sports field will be specified during the project.
