Description:
Winter maintenance and post-winter cleaning of roads and road objects in the city of Tychy

The subject of the contract is winter maintenance and post-winter cleaning of roads and road objects in the city of Tychy divided into tasks:

TRAINING AND - Winter maintenance of national roads with engineering facilities and interchanges and postimal cleansing

TASK II - Winter maintenance of roads and streets in downtown districts with engineering facilities and post-winter cleaning in the area east of the Katowice - Bielska axis along with Bielska Avenue

TASK III - Winter maintenance of roads and streets in downtown districts with engineering facilities and post-winter cleaning in the area west of the Katowice - Bielska axis along with Katowicka Street

TASK IV - Winter maintenance of road facilities and post-winter cleaning

TASK V - Winter maintenance of roads and streets with engineering facilities in suburban districts and post-winter cleaning

TRAINING AND - Winter maintenance of national roads with engineering facilities and interchanges and postimal cleansing

1. The scope of services includes:

- snow removal and removal of road slipperiness on the entire surface with an appropriate amount of materials including bus bays, total road length 40.11 km and area 404,817.44 m2

- post-winter road sweeping – 404.817 m2

In the event that there are no winter conditions, i.e. (negative temperatures, snowfall, snow accumulation on the lanes of the road), the Contractor, at the written instruction of the Ordering Party, will perform the service of mechanical sweeping of roads – five times during the term of the contract, road sweeping was accepted, i.e. 404,817 m2 x 5 times = 2,024,085 m2

2. The duties of the Contractor shall include:

(a) maintenance of roads according to the II standard of maintenance, winter slipperiness on dual carriageway roads should be removed in both lanes along with right turns, compartments, dead fields;

(b) conducting winter action with constant cooperation with the MZUiM inspector.

Decisions on how the shares are conducted, and in particular:

— the moment of start of the active action,

— the quantity of units put into action,

— use of the type and doses of materials to combat slipperiness,

— the moment of completion of the active action

The Contractor is obliged to agree with the MZUiM inspector by telephone

(c) compulsory detour of the dispatcher or designated person at each command of the MZUiM inspector to verify the condition of the road surface;

(d) monitoring (patrolling) the state of roads;

(e) the execution at his own expense of any interventions resulting after the Contractor's notification of the completion of the active action concerning the improper performance of snow removal and the removal of slipperiness or the omission of passageways fragments;

(f) the security of specialized equipment to guarantee the emergency conduct of winter action;

(g) carrying out snow removal in such a way as not to backfill adjacent roads of sidewalks, car parks, bus stops, pedestrian crossings, commutes and other places, and do not contaminate the facades of buildings, fences with snow mud.

A detailed description of the order and how to perform it shall be specified in the Description of the object of the contract and in the Designed Contract provisions developed for the purposes of this contract, which are Annex 2 and 8 respectively to the SWZ.

TASK II - Winter maintenance of roads and streets in downtown districts with engineering facilities and post-winter cleaning in the area east of the Katowice - Bielska axis along with Bielska Avenue

1. The scope of services includes:

- snow removal and removal of road slipperiness over the entire surface with an appropriate amount of materials including bus bays, parking spaces, total road length 101.44 km and area 727.672 m2,

- the export of excess snow in the place designated by the Contracting Authority — the average distance of 8 km,

- post-winter sweeping of roads and streets with fuses made of residual material – 744,808 m2.

In the event that there are no winter conditions, i.e. (negative temperatures, snowfall, snow accumulation on the lanes of the road), the Contractor, at the written order of the Ordering Party, will perform the service of mechanical sweeping of roads – five times during the term of the contract, road sweeping was accepted, i.e. 727,672 m2 x 5 times = 3,638,360 m2

2. The duties of the Contractor shall include:

(a) maintenance of roads according to the II standard of maintenance, winter slipperiness on dual carriageway roads should be removed in both lanes along with right turns, compartments, dead fields;

(b) conducting winter action with constant cooperation with the MZUiM inspector.

Decisions on how the shares are conducted, and in particular:

— the moment of start of the active action,

— the quantity of units put into action,

— use of the type and doses of materials to combat slipperiness,

— the moment of completion of the active action

The Contractor is obliged to agree with the MZUiM inspector by telephone

(c) compulsory detour of the dispatcher or designated person at any command of the MZUiM inspector to verify the condition of the road surface,

(d) monitoring (patrolling) the state of roads,

(e) the execution at his own expense of any interventions resulting after the Contractor's notification of the completion of the active action concerning improper performance of snow removal and removal of slipperiness or omission of road and street fragments,

(g) conducting snow removal in such a way as not to backfill adjacent roads of sidewalks, car parks, bus stops, pedestrian crossings, commuters and other places, and not to contaminate the facades of buildings, fences with snow mud.

TASK III - Winter maintenance of roads and streets in downtown districts with engineering facilities and post-winter cleaning in the area west of the Katowice-Bielska axis along with Katowicka Street

1. The scope of services includes:

- snow removal and removal of road slipperiness over the entire surface with an appropriate amount of materials including bus bays, parking spaces, total road length 78.75 km and area 500.468 m2,

- the export of excess snow in the place designated by the Contracting Authority — the average distance of 8 km,

- post-winter sweeping of roads and streets with fuses made of residual material – 509,787 m2.

In the event that there are no winter conditions, i.e. (negative temperatures, snowfall, snow accumulation on the lanes of the road), the Contractor, at the written order of the Ordering Party, will perform the service of mechanical sweeping of roads – five times during the term of the contract, road sweeping was accepted, i.e. 500,468 m2 x 5 = 2,502,340 m2

TASK IV - Winter maintenance of road facilities and post-winter cleaning

1. The scope of services includes:

- snow removal and removal of slipperiness using sand on the entire surface of road objects (except for bicycle paths, which will be cleared of snow at a width of 2 meters) with a total area of 705,528.23 m2, including:

sidewalks 312 928 m2, including the area of public transport stops: 18.205 m2

bike paths 120 244 m2

pedestrian routes 46 017 m2

footbridges 2 363,52 m2

stairs 2 156,71 m2

pedestrian crossings 15 224 m2

asylum 792 m2

car parks 173 608 m2

place 21 782 m2

tunnels 10 413 m2

- sweeping of pavements during the winter season in the event of no winter conditions, i.e. (negative temperatures, snowfall, snow accumulation) on the basis of a written notification of the Contractor by the Ordering Party, five times during the term of the contract sweeping of sidewalks was accepted, i.e. 312,928 m2 x 5 times = 1,564,640 m2,

- manual snow removal (footbridges, stairs, pedestrian crossings, asylums, public transport stops) with a single execution area of 38,741.23 m2. Manual snow removal will be carried out by ten brigades of two people each (20 people) – the costs of transporting people should be included in the valuation of manual snow removal; on the scale of the duration of the contract, 30-fold manual snow removal was adopted;

- manual cleaning of road objects in the absence of winter conditions on the basis of a written notification of the Contractor by the Ordering Party specifying the place and area to be cleaned; the maximum area to be cleaned during the term of the contract – 200,000 m2;

- post-winter cleaning of facilities with a total area of 705,528.23 m2;

- setting 20 pcs. sand containers in places designated by the ordering party; twice during the term of the contract (January and November 2023)

- setting snow fences on the length of 200 m according to the indications of the Ordering Party; twice during the term of the contract (January and November 2023)

2. The duties of the Contractor shall include:

(a) maintenance of road facilities,

(b) conducting winter action with constant cooperation with the MZUiM inspector.

Decisions on how the shares are conducted, and in particular:

— the moment of start of the active action,

— the quantity of units put into action,

— use of the type and doses of materials to combat slipperiness,

— the moment of completion of the active action

The Contractor shall agree with the MZUiM inspector by telephone.

(c) compulsory detour of the dispatcher or designated person at each command of the MZUiM inspector to verify the condition of the pavement of the road objects,

(d) monitoring (patrolling) the state of road facilities,

(e) the execution at his own expense of any interventions resulting after the Contractor's notification of the completion of the active action concerning the improper performance of snow removal and removal of slipperiness or omission of sections of road surface,

(f) securing specialised equipment guaranteeing a non-emergency winter action,

(g) carrying out snow removal in such a way as not to backfill roads, bus stops, commutes and other places adjacent to road structures and does not contaminate the facades of buildings, fences with snow and snow mud.

A detailed description of the order and how to perform it shall be specified in the Description of the object of the contract and in the Designed Contract provisions developed for the purposes of this contract, which are Annex 2 and 8 respectively to the SWZ.

TASK V - Winter maintenance of roads and streets with engineering facilities in suburban districts and post-winter cleaning

1. The scope of services includes:

- snow removal and removal of road slipperiness over the entire surface with an appropriate amount of materials including bus bays, parking spaces, total road length 121.75 km and area 551.007 m2,

- post-winter sweeping of roads with fuses made of residual material – 551,766 m2.

In the event that there are no winter conditions, i.e. (negative temperatures, snowfall, snow accumulation on the lanes of the road, the Contractor, at the written order of the Ordering Party, will perform the service of mechanical sweeping of roads – five times during the term of the contract, road sweeping was accepted, i.e. 551,007 m2 x 5 times = 2,755,035 m2

2. The duties of the Contractor shall include:

(a) maintenance of roads according to the III standard of maintenance,

(b) conducting winter action with constant cooperation with the MZUiM inspector.

Decisions on how the shares are conducted, and in particular:

— the moment of start of the active action,

— the quantity of units put into action,

— use of the type and doses of materials to combat slipperiness,

— the moment of completion of the active action

The Contractor shall agree with the MZUiM inspector by telephone.

(c) compulsory detour of the dispatcher or designated person at any command of the MZUiM inspector to verify the condition of the road surface,

(d) monitoring (patrolling) the state of roads,

(e) the execution at his own expense of any interventions resulting after the Contractor's notification of the completion of the active action concerning the improper performance of snow removal and removal of slipperiness or the omission of road fragments,

(f) securing specialised equipment guaranteeing a non-emergency winter action,

(g) conducting snow removal in such a way as not to backfill adjacent roads of sidewalks, car parks, bus stops, pedestrian crossings, commuters and other places, and not to contaminate the facades of buildings, fences with snow mud.
