Workplace Improvement Services for EFCA and F4E (Furniture, Equipment, Layout and Design)

The purpose of the contract is to conclude an interagency framework contract under the lead of European Fisheries Control Agency (EFCA) with 1 service provider for the provision of services and related products in the area of workplace improvement. The successful tenderer shall provide a wide range of services to the contracting authorities, which may vary from purchase of simple office equipment or furniture to full office improvement turn-key projects. The European Joint Undertaking for ITER and the Development of Fusion Energy, (hereinafter ‘Fusion for Energy’, ‘F4E’) has joined this procurement and would use the resulting framework contract. No ICT or audio-visual equipment will be acquired under this contract.

The following tasks are listed in the order of anticipated volume importance:

For both contracting authorities:

(a) Turn-key projects: Turnkey projects in this tender mean: a completed product starting with needs assessment, consulting, space planning, creating a design, lay-out, implementation of the design, carrying out works and providing related products like furniture, artworks, decorations and the like, resulting in a ready to occupy space including guarantees. Such projects include several tasks within a unique project such as a complete study according to technical specifications.

(b) Provision of office furniture: desks, chairs, tables, cupboards, shelves, counters, specific ergonomic furniture, armchairs, sofas, etc. according to the needs, specifications, purpose, style as expressed by the contracting authorities.

(c) Partitioning of office spaces/Office layout: fixed or mobile partitioning blinds, etc.

(d) Domestic appliances and other non-IT equipment such as fridge, microwave oven, dishwasher, vacuum cleaner, air cleaners/purifiers and similar.

(e) General decoration and office accessories: accessories for ergonomics and users’ comfort, painting and art works, carpet or wooden floor laying, photography framing, plants, flowers, lamps, coat hangers, cloakroom furniture, auxiliary tables, accessories for cafeteria and similar.

(f) Disposal of obsolete or damaged furniture, equipment, accessories, etc., in agreement with the laws applicable in the autonomous community where waste are generated.

(g) Consulting services on office design, layout, space management, working conditions, ergonomics, noise reduction, air quality, lighting quality, etc.

Note, that all furniture proposed by the tenderer in the context of this call for tender must comply with certain minimum requirements (technical, environmental, sustainability and health requirements). EFCA and F4E are extremely attentive to environmental concerns. Since 2005 an Environmental Management System (EMAS, the Eco-Management & Audit Scheme) has been implemented in the European Union Institutions and bodies with the aim of minimizing the environmental impact of the EU Institutions’ logistical activities with a view to continuous improvement. At the moment of drafting these tender specifications, EFCA is preparing for this certified environmental management system (EMAS).
