As an introduction to the project, the client will organise a market dialogue with the aim of presenting the upcoming contract procurements for the Vuosaari road tunnel technology replacement investment and the reserve route project to interested service providers.

The market dialogue will be held via the Teams application on Thursday 16.5.2024 at 8.00-11.30. The event is a general presentation and dialogue event where the client presents the project and answers any questions. Service providers can also present their own perspectives to the client. Registration for the market dialogue (names and e-mail addresses of participants) is requested to be made by 13.5.2024 at 12.00 noon by e-mail to hankinnat@fintraffic.fi and raine.sallinen@fintraffic.fi.

Possible advance questions for the event should be submitted by 13.5.2024 at 12.00 noon by email to the above-mentioned addresses.

Each organisation is asked to indicate one contact person to whom an invitation to the market dialogue will be sent. The contact person, in turn, is asked to forward the invitation in their organization.

The project consists of two separate contracts:

- The invitation to tender for the main civil engineering contract for the road tunnel is estimated to be published at the end of 2024. The project is scheduled to start in early summer 2025.

- The invitation to tender for the road tunnel electrical contract is expected to be published at the end of 2024. The project is scheduled to start in early summer 2025.

In addition, the project will implement a separate improvement project for the emergency route of the road tunnel, which is planned to be carried out in spring 2025.

The replacement investment contract for the Vuosaari road tunnel will include renovation work related to tunnel technology and the lifecycle management of tunnel structures, including the renewal of the tunnel's fire detector, smoke extraction, ventilation, fire water and disturbance detection systems, tunnel lighting, camera and traffic management systems.

In addition, tunnel structures will be repaired and drainage and fire water systems running under the tunnel will be renovated. At the same time, a modern and learning disturbance detection system will be introduced, as well as energy-efficient adjustable LED lighting and tunnel fans to improve air quality and smoke extraction.

The purpose of the market dialogue is to engage in a general dialogue on the object of procurement and its determination, to answer any questions that may be asked, and to enable operators to express their own points of view.

Market dialogue does not bind the client to carry out the procurement or initiate the tendering process. Furthermore, the market dialogue does not bind the supplier to participate in a possible tendering process and, on the other hand, non-participation in the market dialogue does not affect any participation in the tendering process.

The descriptions provided in this notice and the estimated publication dates of the contract notices, as well as the draft dialogue materials to be provided, are preliminary and indicative preliminary procurement information. Participating companies will not be compensated for responding or participating.

The market dialogue will be held in two phases and the client will also invite suppliers to bilateral discussions using the Teams application, which will be held tentatively between 17.5.2024 and 20.-24.5.2024. Registration for one-on-one discussions must be made by 16.5.2024 at 12.00 noon to the e-mail address: hankinnat@fintraffic.fi and raine.sallinen@fintraffic.fi. The time allotted to one supplier is one hour.

Due to the client's limited resources, a maximum of 10 first-time suppliers will be included in one-on-one discussions.
