The City of Oulu Environmental and Community Services (hereinafter referred to as the subscriber) is requesting an offer for an Outside Passenger Transfer and Merger Service outside of the Oulu Travel Service Center (MPK).

Oulu is the provincial center of Northern Ostrobothnia and is the fifth largest city and fourth largest urban area in Finland. Oulu is the administrative and commercial center of its area. The city has about 200,000 inhabitants. More information on the city of Oulu can be found at www.ouka.fi.

The purpose of the acquisition is the carriage of passengers and the combination of trips outside the opening hours of the Oulu Travel Service Center.

The purpose of the pick-up service is to receive and combine passenger transport orders ordered by telephone and to forward them to the carriers specified by the subscriber. The clients consist mainly of persons covered by the Disability Services and Social Welfare Act. The brokerage service also includes other customer transfers ordered by the City of Oulu's welfare services. The purpose of the service is also to provide reporting information and to compile the information required by the subscriber.

On the basis of an invitation to tender, a contract will be awarded to an approved service provider.

In order to be accepted for the bid comparison, the bidder must meet the mandatory eligibility requirements as well as the content description and functional and qualitative requirements of the Annex to the Service in order to achieve a final price comparison.
