The subject of this procedure is the award of the service for security services in the emergency shelter Mülheim (NU Mülheim) of the state of North Rhine-Westphalia, in which refugees are accommodated.

The contractual partner of the contractor is the state of NRW, represented by the district government of Düsseldorf.

The emergency accommodation facilities (NU), the central accommodation facilities (ZUE) and the initial reception facilities (EAE) are institutions of the state of NRW.

The facility management is the responsibility of the employees of the Düsseldorf district government. The employees of the district government are the contact person for all parties involved on site and the only liaison office to the district government of Düsseldorf. In case of doubt, the final decision-making authority lies with the facility management.

The contractor shall guarantee the safety of the respective reception facility, its undisturbed operation as well as the safety of the persons accommodated there and the employees there.
