1. The subject of the contract is the execution by the Contractor of key tasks within the project entitled "Development of e-public services for the residents of the Municipality of Koźmin Wielkopolski". 2. The works mentioned in paragraph 1 consist of the following tasks: 1) Modernization of the electronic public service system in the area of: a) Communication interface for e-service recipients, including a mobile application, b) Domain system in the area of local taxes, c) Domain system for managing and executing payments, d) Electronic document circulation system (document management and correspondence), e) System providing information regarding budget execution and organizing the financial-accounting system, 2) Adaptation of the current work environment to the modernized electronic public service system in the area of: a) Reporting and analytical system, b) HR and payroll, 3) Training for employees in the area of: a) Modernized electronic public service system, b) Cybersecurity strictly related to modernized systems and newly implemented systems, 3. As part of the execution of the Agreement, the Contractor is particularly obligated to: 1) prepare for the implementation of the software and functionalities specified in paragraph 2 point 1, 2) deliver and install the software; 3) configure the software and functionalities specified in paragraph 2 point 1; 4) integrate the provided solutions with the Ordering Party's Software and Central Software; 5) provide the required licenses or transfer copyrights to the software constituting the entire delivered solution; 6) provide the Post-Implementation Documentation; 7) perform data migration and configuration of the e-Service System to the new version of the database necessary for the production implementation of the delivered software, if provided in the scope of the order [scope to be decided based on the needs of the delivered solution]; 8) conduct tests regarding the implemented software; 9) launch the production of the delivered software and carry out its stabilization; 10) conduct training related to on-site instructions regarding the implemented software; 11) ensure warranty service for the delivered software for 60 months from the final acceptance of the subject of the Agreement; 12) conduct a series of training sessions in the area of cybersecurity for the employees of the Municipality Office of Koźmin Wielkopolski. 4. Detailed technical requirements for the subject of the order mentioned in this paragraph are contained in the Description of the Subject of the Order (OPZ), which is Appendix No. 1 to the contract. 5. During the execution of the task, it is necessary to proceed in accordance with the principle of "do no significant harm" (DNSH) within the meaning of Article 17 of Regulation (EU) 2020/852 (taxonomy regulation), particularly - the issues related to energy saving, environmental friendliness and quality during the purchase of durable goods and intangible assets must be considered; - the contractor is obliged to adhere to environmental protection principles, including using appropriate measures and materials; - the offered equipment will be energy-efficient – which will limit energy use and reduce greenhouse gas emissions. 6. The undertaking is co-financed from a regional program: European Funds for Wielkopolska 2021-2027, Priority 1: European funds for the Wielkopolska economy, Action 1.3 Development of e-services and e-public resources. 7. The Ordering Party requires that the Contractor have a certificate of implementation of ISO/IEC 27001 standard or equivalent or has implemented and maintained an Information Security Management System (ISMS) in accordance with ISO/IEC 27001 or equivalent, particularly regarding the implementation and maintenance of the offered system. 8. A detailed description of the conditions for the execution of the subject of the order is contained in the draft provisions of the contract constituting Appendix No. 11 to the SWZ. 9. The Ordering Party allows the possibility of entrusting the execution of the subject of the order to subcontractors. In such a case, the Contractor is responsible for their actions as for its own. 10. Place of delivery: City and Municipality Office of Koźmin Wielkopolski, ul. Therefore, it should be assumed that each standard, technical evaluation, approval, technical specification, technical reference system in the description of the subject of the order is accompanied by the phrase "or equivalent". The Ordering Party shall recognize as equivalent a solution that, in terms of technology, performance, and functionality offered by that solution, does not differ significantly from the technology, functionality and performance specified in the specified solution, provided that the features unique solely to the specified solution, such as: patented properties, proprietary technological solutions, proprietary protocols, etc. are not subject to comparison, but only those that are essential to the overall set of assumed technological solutions and have reference in the equivalent solution.
