Oppegård municipality shall construct a building containing sheltered accommodations and service functions, a day activity centre and a base for home care services. The building shall be constructed at a separate site located in Edvard Grieg's road 7-9 in the centre of Kolbotn. The area is subject to a development plan that shall provide guidelines in relation to right-of-way limits, sun conditions, heights and so forth.

The objective is to construct the building within the municipality's action programme for investments.

The building and the outdoor area are described in a draft project and includes 72 sheltered accommodation units with an area of 50-55 m2 each, divided in 5 floors. The building shall have a base for employees and a day activity centre with room for 15-20 users. Areas for hire of office accommodations are also set aside. The housing facility shall be manned/staffed 24 hours a day and shall be directed towards elders with requirements for adapted housing.

The municipality aim is a building with a minimum of a passive house level.
