The acquisition includes sewerage inspection wells for the Helsinki Region Environmental Services Consortium, the City of Espoo and the City of Vantaa, rainwater wells, land drainage wells and gutter wells from April 1, 2019 to March 31, 2021, and options from April 1, 2021 to March 31, 2023. The tender is conducted by the Helsinki Region Environmental Services Consortium.
Estimates of plastic wells for the two-year contract period are as follows:
- Wastewater inspection well, 1 750 pcs
- Rainwater Well, 350 pieces
- - 300 wells and 50 wells without rainwater
- Plot Hole Water Well, 100 pcs
- Trench well (model Vantaa), 200 pcs.
The bidder shall quote the sample wells listed in Annex 1 on the basis of which the bid comparison is made. The amounts quoted are estimates and do not bind the subscriber.
HSY has competed separately for folders used in plastic wells. The bidder undertakes to supply HSY with files for plastic wells from a directory supplier (currently Ulefos / Nieminen Foundry, Harjavalta) designated by HSY, which invoices the subscriber directly from the files, thus the plastic well supplier only bills for plastic wells.
In order to maintain security of supply for the subscriber and sufficient competition in the industry, a framework contract shall be established, selecting two (2) suppliers, provided that at least two (2) bids from two (2) different suppliers meet the requirements of the invitation to tender. The products offered by the supplier selected as the primary and secondary supplier of the framework contract must be of different manufacturers. The products supplied by the suppliers selected in the framework contract must therefore be manufactured by genuinely separate manufacturers. This means that the customer does not accept as a separate manufacturer products manufactured at different factories of the same manufacturer, or products of the same manufacturer, even if they are legally delivered through a separate company or intermediary (eg Wholesaler) or other similar arrangements. However, if in the overall economic comparison the price difference of the secondary supplier (supplier B) to the primary (supplier A) was more than 20%, only one (1) supplier shall be selected. Calculation formula: (supplier B * 100) / supplier A-100. If two (2) suppliers receive the same score, the lower price will determine the order of precedence. If the same supplier (eg Wholesaler) offers products from two (2) different manufacturers, only one offer from that supplier may be selected, ie if supplier A offers both manufacturer B and C products, only one of these offers may be selected by tender comparison.
Within the framework contract agreements, purchases will be made on individual orders, subject to the pricing and other terms resulting from this invitation to tender. Two thirds of the value of the orders will be allocated to the most economically advantageous supplier and one third to another supplier selected in the framework contract. Priority may be given to the next supplier if the priority supplier is unable to deliver the required product in accordance with the work schedules of the subscriber and the criteria for the subject of the purchase. In addition, exceptions to the above may be made for a reasonable period in favor of another supplier selected in the framework contract, if that supplier is repeatedly or substantially delayed in its deliveries or its quality or service quality repeatedly or substantially deviates from the requirements of the invitation to tender. However, this condition is without prejudice to the rights of the Subscriber under the JYSE 2014 Goods Terms (including the Subscriber's right to terminate the Agreement). The plastic wells required for each site will be ordered in full from one (1) supplier. The attached purchase estimates are not binding on the subscriber due to possible changes in construction programs during the period. Pricing tied to specific purchase quantities is not allowed.
