The Authority requires a culture and leadership development programme to support an ambitious programme of transformational change. The desired outcome is that managers and employees understand how psychological patterns affect their relationships and approaches and that they are enabled to make personal changes during the programme which impact on organisational effectiveness. The delivery of the programme will need to work with and through the context and culture of the emergency services sector. The programme will offer development at 3 levels of employees over a period of 3 years.
