The subject of the public procurement in research, development, and innovation is to obtain the most suitable project proposal solution in applied research and innovation. The project framework aims at the preliminary definition of the project, which has been prepared in accordance with the provisions of § 2 paragraph 2 letter h) of the Act on Public Procurement, and which will be adjusted during the competitive dialogue to meet the needs of the Buyer. (The subject of the project is outlined in Annex No. 1 - Project Framework of the Procurement Documentation). The procurement procedure will be conducted such that the selected solution meets the objectives and achieves the results specified in Annex No. 1 - Project Framework of the Procurement Documentation, which will serve as the main substantive basis for the negotiations. The conclusions, conditions, and new facts arising from the individual meetings should allow the assignment for the purposes of the final offer to be refined in the most suitable manner for the Buyer.
The main objective of the project is to propose an innovative and systematic solution to streamline the grant policy in the area of human rights, both concerning the impact of the relevant grant programs and the procedural simplification of the existing grant process. The main goal can be divided into three sub-goals, namely: I) Methodological setup of the evaluation of grant programs containing a participatory monitoring method. II) Verification of the emerging evaluation methodology of grant programs using the example of grant programs in the area of human rights of the Government of the Czech Republic. III) Process analysis of the grant procedure, including proposals for process streamlining. The Government of the Czech Republic is the provider of grants in the area of supporting national minorities, the Roma minority, civil society, and persons with disabilities. Despite minor factual and procedural changes in grant calls, the main direction of grant programs has been similar for several years. Given the requirement to provide grants efficiently, effectively, and economically, it is essential to reflect not only social changes but also the demands on the part of target groups, so that the impact of the provided financial resources is maximized. At the same time, it is necessary, in accordance with the principles of process economics, to identify processes that can be carried out more economically, and at the same time propose possible measures for implementation. For the above reasons, it is necessary to create an impact study of grant programs in the area of human rights provided by the Government of the Czech Republic and, based on it, create a comprehensive methodological tool that would make a significant contribution to good practice in evaluating existing grant programs of the Government of the Czech Republic. Furthermore, it is necessary to prepare an analysis of the grant procedure and propose specific measures to ensure greater cost-effectiveness of management.
