NAME OF PROJECT: Caribbean Efficient and Green-Energy Buildings Project
Assignment Title: Consulting Services for Determining the Renewable Energy Hosting Capacity Limits in the Distribution System of Guyana Power & Light Inc and Development of Distribution Codes for Guyana.
The Government of Guyana has applied for financing from the World Bank towards the costs of the Caribbean Efficient and Green-Energy Buildings Project (CEGEB Project) and intends to apply part of the proceeds to payments for consulting services under the project.
The consulting services (“the Services”) will inform the Guyana Power and Light Inc. (GPL) on the distribution system requirement from a planning and operational perspective and define the minimum technical requirements to accommodate increasing penetration levels of Distributed Energy Resource (DER).
The implementation period will be six (6) months.

The Guyana Energy Agency (GEA), the Project Implementing Agency, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

3. Team Composition & Key Experts- The Consultant shall propose a multidisciplinary team with clearly defined roles and responsibilities. The Consultant must demonstrate at least 10 years of relevant experience and must have successfully completed a minimum of five (5) assignments of similar nature and complexity, covering: DER Roadmap Development and Strategic Energy Planning, Grid/Distribution Code Development, Power System Studies and Modernization (30%).
To facilitate the evaluation process, the EOI should be a MAXIMUM of Forty (40) pages and include the following information mentioned below:
• Title page with name of firm submitting the EOI: including the name of the firm (or joint venture and/or a sub-consultancy, if applicable), address, email, telephone, name of contact person and date of submission.
• Expression of Interest: including the firm’s general and specific experience.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 (‘Procurement Regulations’) setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) based selection method set out in the World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023.
