Helen Ltd (later "Contracting Authority) aims to be carbon neutral energy company by 2030. In order to achieve its carbon neutrality targets, Helen has commited to stop using of coal by 2024, and is currently seeking and piloting non-combustion based energy solutions for its energy production.
In this procurement, The Contracting Authority is seeking 1-3 suppliers for insdustrial electrode hot water boilers, preliminary to one to three different production locations in Helsinki area, Finland, as described in this EU Procurement Notification and it's Annexes. The main driver for electrode boiler investments is to increase the capacity of non-fossil based district heat production. The Contracting Authority will make a separate project execution decission for each part (A1, A2 & A3). The projects are currently in the planning phase and the final project execution decisions are scheduled to be done Q1/2023 (subject to changes).
The procurement consists of 3 parts, which may be quoted as follows:
ALTERNATIVE A (parts quoted separately):
A1. Hanasaari production site, 3 X ~50 MW, supply voltage 10kV, electrode hot water boilers
A2. Salmisaari production site, 2 X ~50 MW, supply voltage 10kV, electrode hot water boilers
A3. OPTION Eiranranta production site, 1 X ~30 MW, supply voltage 10kV, electrode hot water boiler
ALTERNATIVE B (combination of parts mentioned in the alternative A):
Alternative B allows Tenderer to take synergy advantages into consideration, and give more competitive pricing for bigger entity (2-3 parts).
The Tenderer candidate may send the application to tender for part A1, and/or part A2, and/or A3. The Tenderer candidate may send the application for Alternative B but must then apply and tender for same parts separately (Alternative A) as well. The Supplier or Suppliers will be chosen based on the final evaluation. The economically most advantageous quotation or combination of the quotations will be chosen.

Helen Ltd is planning to increase carbon neutral DH production with 3 x 50 MW electrode boilers units installed to Hanasaari production site in the existing boiler building. The delivery includes complete electrode hot water boiler units designed, manufactured, delivered, installed and commissioned to Hanasaari, Helsinki. The preliminary scope of supply is described in the initial RFT and in its Annexes.
The commissioning of the electric boiler unit will take place after all of the process pipeline, electricity and automation installations are ready, according to the present schedule in 09/2024. The electric boiler units are planned to be in commercial operation by 10/2024. The schedule is preliminary and subject to change.
Helen Ltd is planning to increase carbon neutral DH production with 2 x 50 MW electrode boilers units installed to Salmisaari production site in a new production facility. The delivery includes complete electrode hot water boiler units designed, manufactured, delivered, installed and commissioned to Salmisaari, Helsinki. The preliminary scope of supply is described in the initial RFT and in its Annexes.
Newly built production facility will also be including other production unit and its installation and commissioning will be completed parallel to electrode boiler units. Working on a joint construction site requires good cooperation with another suppliers. The supplier must be able to start installing the equipment in the new production facility during the time of a construction finishing. The commissioning of the electric boiler unit will take place after all the process pipeline, electricity and automation installations are ready, according to the present schedule in 09/2024. The electric boiler units are planned to be in commercial operation by 10/2024. The schedule is preliminary and subject to change.
Helen Ltd is planning to increase carbon neutral DH production with 30 MW electrode boiler unit installed to Eiranranta heat pump plant. The delivery includes complete electrode hot water boiler unit designed, manufactured, delivered, installed and commissioned to Eiranranta, Helsinki. The preliminary scope of supply is described in the initial RFT and in its Annexes.
The boiler unit and auxiliary systems must be erected in an extend that it can be connected to the Client's process pipelines, according to the present schedule in 10/2024. The electric boiler unit are planned to be in commercial operation by 7/2025. The schedule is preliminary and subject to change.
Part A3 shall be considered as an option, but can be quoted singly.
