The subject of the Order is:

• provision of a service including the collection and management of municipal waste generated on properties inhabited in the Hażlach Commune,

• establishment and operation of a Selective Municipal Waste Collection Point along with the management of waste collected from people living in the Hażlach commune, located in the Hażlach commune or at a distance of no more than 3 km from the border of the municipality as the crow flies, hereinafter referred to as PSZOK, ensuring convenient access for the inhabitants of the commune. The PSZOK area must be paved, fenced, illuminated and supervised. The Contracting Authority does not provide or indicate a specific area for the establishment of PSZOK.

The subject of the contract covering the period from 1 January 2024 to 31.12.2024 is:

• provision of services including collection and management of municipal waste on properties inhabited in the Hażlach Commune,

• establishment and operation of a Selective Municipal Waste Collection Point along with the management of waste collected from people living in the Hażlach commune, located in the Hażlach commune or at a distance of no more than 3 km from the border of the municipality as the crow flies, hereinafter referred to as PSZOK, ensuring convenient access for the inhabitants of the commune. The PSZOK area must be paved, fenced, illuminated and supervised. The Contracting Authority does not provide or indicate a specific area for the establishment of PSZOK.

The Contractor is obliged to collect and manage the entire amount of municipal waste from inhabited properties, including in particular:

(a) mixed municipal waste,

(b) paper;

(c) metals;

(d) plastics;

(e) glass;

(f) multi-material packaging waste;

(g) ash;

(h) bioodpady;

(i) hazardous waste;

(j) expired medicines and chemicals;

(k) waste not eligible as household medical waste resulting from the ingestion of injectable medicinal products and the monitoring of blood substances, in particular needles and syringes;

(l) waste batteries and accumulators;

(m) waste electrical and electronic equipment;

(n) furniture and other bulky waste;

(o) waste tyres;

(p) construction and demolition waste;

(q) textile and clothing waste;

r) etc. (open waste catalogue) – as part of the provision of services, the contractor will be obliged to collect only municipal waste subject to entry in the register of regulated activities in accordance with the interpretation of the Ministry of the Environment.

The subject of the contract covers all inhabited properties located in the area of the Municipality of Hażlach. Thus, it does not cover the collection and management of waste generated in connection with business activities carried out by the inhabitants of the commune.

2. Basic data about the commune:

The area of the Municipality of Hażlach is 4,886.57 ha. It consists of six villages: Brzezówka, Hażlach, Kończce Wielkie, Pogwizdów, Rudnik and Zamarski.

According to the submitted declarations on the amount of the municipal waste management fee as of 30.06.2023, the Municipality is inhabited by 9,757 people, including 982 in the Górnicza Spółdzielnia Mieszkaniowej (GSM) housing estate in Pogwizdowo. The number of inhabited properties whose owners have submitted declarations is 2747. The data provided may change as a result of population movement and as a result of the inhabitation of new buildings.

The number of pharmacies - 2, the number of pharmacy points - 1, the number of points where there are containers for used batteries and accumulators - 5 (data as of 30.06.2023).

From the inhabited properties located in the Hażlach Commune, the following were collected:

- in 2022, 3502,023Mg of waste,

- in the first half of 2023, 1853,072Mg of waste.

The above data comes from the reports of the entity collecting waste from residential properties. The amount of waste in the order period may not coincide with the data from the current period. The contractor should also rely on his own knowledge and experience when calculating the price. The contractor is obliged to collect the actual amount of mixed and segregated municipal waste that will be generated on inhabited properties.

For the implementation of the said order, it was estimated that in 2024 there will be: 3,700 Mg of municipal waste to be collected and managed from the area of the Hażlach commune.
