The contracting authority plans to announce a above-threshold public procurement procedure for a contract aimed at securing this software for a 4-year period with an option, depending on the outcome of these preparatory market consultations (hereinafter referred to as "PMC").
The expected announcement date is around October 2025, depending on the information received from the PMC. This is a procedure in accordance with § 25 of the Public Procurement Act.
The contracting authority is considering acquiring the aforementioned software, including source and machine codes, possibly licensing it with support, or ordering its programming. The decisive solution will result from the PMC itself or its multiple rounds. The contracting organization basically plans to collaborate in the development of the solution and will finance it so that it will co-own the computer code, which does not exclude external cooperation in its maintenance, development, and support, but will not represent so-called vendor lock-in.
The contracting authority believes that similar solutions are used by construction companies for fleet management, cost management, etc. A solution also exists in the form of a specific system currently used by the contracting authority. The purpose of the PMC is to find out, through the announcement of an above-threshold preliminary notice, what systems are available on the EU market and what is effective to procure and in what form.
