Description:
The project involves procuring a modern cloud-based information system for the Municipality of Drama to enhance digital services for citizens and streamline internal operations, including electronic application submissions, document circulation, financial management, and municipal revenue processes.

The object of the project is the procurement of a modern (WEB BASED, CLOUD BASED) information system which will be accompanied by all necessary installation, operation, and support services. The total cost of the project, based on the budget, amounts to 370,760.00€ EURO (INCLUDING 24% VAT). Finally, the implementation duration of the project is estimated at 24 months from the date of signing the contract with the contractor. The main motivation was the evolution of Public Sector Entities into model Organizations, which will serve citizens electronically, without hassle and unnecessary bureaucracy. With the proposed digital upgrade of the infrastructure, the functions of the Municipality of Drama will be governed by a framework characterized by automation and communication with other systems. An integrated environment offers automation of internal operations and creates the conditions for providing multiple, specialized electronic services to citizens, immigrants, and those residing in the Hospitality Structure of the Industrial Area of Drama, while also facilitating the daily lives of employees. The main pillar of the aforementioned processes is a unified modern information system, which fully covers the operational subject of the Municipality of Drama, with possibilities for extension and upgrade according to the continuously changing institutional framework, technological trends, and future developments. The Unified Information System, which is the new proposal, follows open architecture standards. It utilizes cloud infrastructure. It is modular, fully extensible, accessible from any online environment, and follows 'open', documented, and widely adopted communication standards with third-party systems. The new system will adhere to the general design and functionality principles, as dictated by the existing national institutional framework, the guidelines for digital transformation from the Ministry of Digital Governance, and the international European Interoperability Framework. It will be user-friendly, with particular emphasis on simplifying and automating processes. The procurement of the information system covers all basic operational functions of the Municipality and includes the following functions by operational area: Electronic submission of applications from citizens, refugees, and immigrants to the organizations: It includes a system for submitting and automatically processing applications from those interacting with the Municipality, notifying debtors and conducting electronic payments. Process and case management – Electronic document circulation: It includes a process management system, electronic document circulation, and digital signatures. Financial Management: Processes for budgeting and target-setting, managing beneficiaries and debtors, expense clearance and approval, revenue certification, cash management, general ledger maintenance, asset management, warehouse management, tools for adaptation to P.D.54, revenue certification for third parties, electronic invoicing. Municipal Revenues: It includes specialized subsystems for the detailed maintenance of data which is necessary for the calculation, certification, and collection of municipal revenues. The subsystems cover: Management of establishment licenses, charges of 2-5%, transient fees, advertising fees, etc.; Management of cemeteries; Management of municipal police; Management of cleaning, lighting, and real estate fees. The services required for the implementation of the project briefly include: Installation of the information system on cloud infrastructure. Data transfer to the governmental cloud when the infrastructure becomes available. Software parameterization according to specialized needs such as document templates, pricing policies, and certified procedures followed by the Municipality. Data migration. Staff training. Maintenance-Support-Hosting for two years. The main goals of the project are: To achieve the upgrade of the information infrastructure through the use of software designed and manufactured to operate online. To ensure the ability for remote work and the operational continuity of the Municipality with the transfer of the information system to cloud infrastructure. To enhance digital service to businesses and achieve effective supervision of their operation. To strengthen administrative capacity by covering upcoming changes in the institutional framework such as P.D.54 for the introduction of new accounting standards and rules, law 4795/2021 for the organization and operation of an internal control system. The new system must meet the characteristics of digital transformation as the new technological platform 'by design': the citizen is at the center of the system; 'mobile first' design is a priority; digital services to citizens and businesses are supported.
