In the context of the energy transition and the increasing share of decentralized, weather-dependent feed-in from renewable energy sources (wind energy, photovoltaics, biomass), substations play a central role in grid stability and supply security. Due to this development, TenneT requires expertise in the realization and execution of substation projects.
The services to be awarded are divided into the following lots:

Special Lot 3: External and Construction Planning
Special Lot 4: Pre-Commissioning Inspection
Special Lot 5: Document Management

In the case of bidding communities/working groups/consortia, all members of the bidding community/working group/consortium must submit the information listed under 'Participation'. The consortium leader must be clearly identified.

The client has the right to transfer rights and obligations of the contract as a whole to a project company (Special Purpose Vehicle/NewCo), regardless of whether third parties have already participated as shareholders in this project company or will participate only after the potential transfer of this contract.

Exact details regarding the deadlines for lodging legal remedies:
Applicants/bidders must report violations of procurement regulations in accordance with the provisions of § 160 Abs. 3 GWB. An application for review is inadmissible under § 160 Abs. 3 GWB to the extent that 1. the applicant has recognized the alleged violation of procurement regulations before submitting the review application and has not reported it to the client within a period of ten calendar days; the expiration of the period under § 134 Abs. 2 GWB remains unaffected,
2. violations of procurement regulations that are recognizable from the announcement are not reported to the client no later than by the expiration of the period named in the announcement for application or submission of bids,
3. violations of procurement regulations that are only recognizable in the procurement documents are not reported to the client no later than by the expiration of the period for application or submission of bids,
4. more than 15 calendar days have passed after the receipt of the client’s notification that they do not want to remedy a complaint.

The award of the contract is subject to the condition of changes to the legal and/or regulatory framework, regulations, and provisions applicable at the time of the announcement of this notice.

The framework agreement will be concluded without minimum purchase quantities. The exercise of possible calls to the framework agreements is subject to the actual realization of the substation projects. The client is entitled according to § 57 SektVO to suspend the procurement procedure at any time. Attention is expressly drawn to the deadline of § 160 Abs. 3 No. 4 GWB.

The estimated sustainable maximum value of any calls from this framework agreement amounts to EUR 103,500,000.00. It is clarified that this is merely an estimated value considering all options and scenarios and does not establish any rights against the client for calls up to the aforementioned maximum amount.

Complete inspection before commissioning of switchgear and their associated operational resources, buildings, and outbuildings in substations.

Special Lot 5: Document Management.
Document management and review from the phase 'Planning and Approval' to the phase 'Implementation and Closing'.
