Description:
Support is needed for the evaluation, management, and coordination of air quality data and protocols in the Region of Murcia, including data validation, monitoring of pollutants, incident management, and public information dissemination.

The contract includes support work for the evaluation and management functions of Air Quality of the CARM, in accordance with current regulations, particularly the management of air quality data, detection of possible incidents and failures in the equipment that make up the RCA through the analysis of received data, monitoring of concentrations of various pollutants, collection and preparation of information regarding air quality for the exchange of information between public administrations, management of the air quality portal for public information, preparation of reports relating to air quality, activation of environmental protocols or short-term action plans due to real-time pollution episodes, as well as the necessary actions arising from episodic pollution situations, including service guards, among other aspects, using the Data Management System of the CARM. For this purpose, the awarded company must have the necessary material means and infrastructures, as well as a team of technicians and experts that allow for the fulfillment of the tasks described in the PPTP.
The scope of the work, in accordance with what is established in the PPTP, should be considered without limitation to possible changes, modifications, or expansions of equipment, stations, and/or facilities that make up the RCA of the CARM or to new obligations generated within the competence of the DG of the Environment, due to the entry into force of new regulatory standards in the subject matter of the contract or due to the approval of other instruments such as short-term action plans, air quality plans, etc.:
List of works:
The main work to be developed, among others, at a basic level, includes:
1. Tasks related to the Evaluation of Air Quality of the CARM.
1.1 Daily, monthly, quarterly, and annual technical validation of the RCA data.
1.2 Management of the Air Quality databases.
1.4 Monitoring, collection, processing, and validation of data from the Testing Laboratories and preparation of reports.
1.5 Implementation and use of Artificial Intelligence (AI) for data validation, for the detection of anomalies, drifts, or non-representative data from the RCA.
1.6 Collection and preparation of information for the exchange of information between public administrations.
2. Activation, management, and monitoring of protocols and Short-Term Action Plans (PACPRM).
3. Attention and management during pollution episodes, according to alerts for Saharan dust intrusion, ozone, etc., due to threshold exceedances and public dissemination of warnings and alerts.
4. Management of the CARM air quality website, including modifications, expansions, and IT improvements of the website, as well as resolving IT incidents that it may present.
5. Preparation of reports related to the processing of RCA data, as well as the preparation of other reports (on incidents of RCA equipment, abnormal values of registered parameters, summary report of exceedances, etc.).
6. Preparation of reports relating to the status of Air Quality of the CARM, by periods, by episodic situations, meteorological phenomena, etc. (quarterly, pre-evaluations, annual final evaluations, by pollution episodes, indicative measurement campaigns using mobile units, etc.), as well as any other report relating both to the forecast and the status of Air Quality in the CARM.
7. Exploitation and management of validated data through the analysis and studies of pollutants, evaluation of air quality, export of data to the Ministry or any organization or person that requests them (prior consent of the DGMA).
8. External and internal audits of the procedures and especially the data validation protocol.
9. Continuous technical support in the field of Air Quality to the General Directorate of the Environment as well as all complementary work necessary for compliance with current regulations in the field.
