Description:
Modernization of a large-size X-ray device for screening vehicles and containers, located at the Road Border Crossing in Bezledy

The subject of the contract is a modernization consisting in replacing the large-size X-ray device RAPISCAN EAGLE G4500 for screening vehicles (trucks, buses and passenger cars) and containers – with a new one. Location: Road Border Crossing in Bezledy. A detailed description of the subject of the contract and the scope can be found in Annex 2a, 2b, 2c, 2d to the SWZ and in Annex 3 to the SWZ.

As part of the modernization, the Contractor will be obliged to perform the following

1) Replacement of the entire structure of the X-ray device along with the replacement of all its components and teletechnical infrastructure.

2) Replacement of the existing accelerator with a new accelerator manufactured no earlier than 2023, using technology of alternating low- and high-energy X-ray emission (ability to distinguish materials with different atomic numbers – allowing the identification of organic and inorganic materials).

3) Replacing the existing detector system with a new one providing the detection scanner operation parameters described in the section of the document containing “Minimum requirements for the functionality and technical parameters to be characterized by the device and components accompanying infrastructure after the modernisation'.

4) Replacement of the track on which the scanner structure moves with a new one adapted to the offered device. The elements of the scanning device on both sides of the scanned object should rest against the ground and move on the rails.

5) Dismantling the existing device and moving it to the place indicated by the Ordering Party at the Road Border Crossing in Bezledy. The contractor will protect the stored elements of the dismantled device against precipitation and pollution.

6) Replacement of systems supporting the X-ray equipment in the scope of:

a) image processing,

b) number plate recognition,

c) sound system,

(d) surveillance television,

e) control and monitoring of the operation of the device,

f) installation of the scanner door entry system.

7) Removal of possible corrosion and degradation of paint coatings on metal elements (including edges at rails, steel structures of the hall). Anti-corrosion protection of these places by applying appropriate anti-corrosion and paint coatings of appropriately selected color.

8) Supplementing possible concrete losses in the floor, repairing cracks in the hall and renewing the linear drainage in the hall.

9) Replacement of entrance gates to the hall. An automatic, sectional gate must be equipped with an escape door. Two segments with windows, including one window in the door. Dimensions of the entrance in the light of the frame 420 cm x 500 cm, color RAL 6011. Gate control (opening and closing) must be possible using a controller installed in the X-ray hall and in the operator's room.

10) Rearrangement of image interpretation stations in the service room, including:

(a) developing a new arrangement of the operator room and agreeing it with the Contracting Authority within the time limit and under the conditions set out in the model contract, which is Annex 3 to the SWZ;

(b) replacement of existing desks and swivel chairs with new ones, in accordance with the recommendations for computer workstations and standards and regulations;

(c) replacement and configuration of computer equipment in accordance with on-site maintenance and control processes;

d) installation of external blinds and blackout blinds in all windows of the room of electrical operators. Additionally, fabric internal blinds should be installed;

(e) replacement of the existing service window between the service room and the waiting room with a soundproof sliding window in the horizontal plane or side-hinged (left), the glass used shall prevent the passenger from seeing what is happening in the service room, regardless of the degree of illumination in the rooms, a camera shall be installed in the waiting room, integrated into the designed CCTV system;

f) equipping the service room with equipment specified in point 11.13 of the table Minimum requirements of the Ordering Party in terms of functionality and technical parameters.
