3. The Contractor is obliged to fulfil the order under the terms and conditions described in the proposed contract provisions constituting Annex 3 to the SWZ.

The Contracting Authority provides for the application of the so-called reverse procedure referred to in Article 139 (1) of the Pzp Act, i.e. the Contracting Authority shall first examine and evaluate the tenders and then make the qualification of the contractor whose offer has been highest assessed, in the absence of grounds for exclusion and fulfilment of the conditions for participation in the proceedings.
