The Program Director is responsible for the overall implementation and management of the project and the realisation of the ELENA project goals. The Program Director manages the implementation of the project as described in the project plan and within the rules and regulations of the ELENA instrument as set by EIB.

The Program Director reports to the board of ZEB foundation. The Program Director is the first point of contact for all external parties (including local and regional governments, ministries and European institutions) regarding the project.
