This concerns the European public tender for the hiring of flexible workers for the municipalities: Heerlen, Sittard-Geleen and Maastricht with tender number VIA2022063KJ. The total assignment is divided over four (4) lots, namely: Lot 1: Broadcasting and secondment up to and including scale 8; Plot 2: Secondment of scales 9, 10 and 11; Lot 3: Payrolling and services for self-employed persons; Lot 4: Sending executive employees for city management up to and including scale 8 (this plot only applies to the municipality of Maastricht).
Broadcasting and secondment up to and including scale 8One (1) framework agreement per client with the same winning bidder for all three municipalities is concluded on the basis of a master vendor construction.
Secondment of scales 9, 10 and 11Three (3) framework agreements will be concluded per client with the same three (3) winning tenderers for all three municipalities. In the event of a further need/question from a participating municipality, the three (3) parties with whom a framework agreement has been concluded are invited to submit an offer by means of a mini-competition. In the quotation, the selected contractor must offer either its own staff, or staff of a third party, or a self-employed person without personnel (ZZP-er). In the latter two cases, the contractor acts as a broker.
Payrolling and services for freelancersOne (1) framework agreement per client will be concluded with the same winning bidder for all three municipalities. The scope of lot 3 is twofold:
• On the one hand, it concerns the hiring of flexible temporary workers who are proposed by the client himself (payrolling).
• On the other hand, the client can ask the contractor to unburden the client by employing freelancers at a fixed surcharge per hour at a client. The contractor hereby takes over all financial, administrative and legal activities.
Sending executives for city management up to and including scale 8This plot only applies to the municipality of Maastricht. The municipality of Maastricht will conclude one (1) framework agreement with three (3) winning tenderers.
