The WDK to Marl (km 2 to km 40), overall project: "Expansion WDK to Marl", is part of the Federal Transport Infrastructure Plan (BVWP) 2030, project W23 and anchored in the Waterway Expansion Act. Through the approval of draft budget document 36 (E-HU036), the extension of the line from the Rhine to km 1 was also anchored in the overall project. Now the project scope includes the WDK from the Rhine to Marl (km 0 to km 40).
The transport infrastructure plan stipulates the following:
With the expansion of WDK and the replacement of the locks in this area for the 3.40 m unloaded large motor cargo ship (GMS) and push convoys (SV), the possible utilization of the vehicles on the WDK to Marl is to be increased and thus the capacity of the WDK increased. The traffic load in 2030 (maximum value of the affected sections) is currently estimated at 23.5 million tonnes.
For this purpose, in order to ensure continuous, unrestricted traffic of container ships with two container layers and of chemical tankers in corresponding cargo conditions (empty runs)
- the replacement of the "Great Locks" at the Friedrichsfeld, Hünxe and Dorsten sites, as well as the replacement of the pumping stations,
- the construction of larger bridge clearance heights to the level of 5.25 m above the upper limit water level (GWo) in the course of replacement of new bridges and
- the increase of the water depth to 4.70 m by digging the channel bed, or water tensions
necessary.
In the contract for the subproject lock locations, the necessary services with the planning phases 1 and 2, optionally 3 for the creation
- the discussion of variants,
- Vorentwurfs,
- the Entwurf-HU Bau,
- the approval documents,
- the draft AU and
- tender documents
as a basis for the new planning of the locks, lock bridges, offshore ports and pumping stations at the lock sites FRI, HUE and DOR.

Based on the HOAI, the remuneration of these services is based on the performance profiles.
