Outdoor facilities

Outdoor facilities according to §§ 38 ff. HOAI, service phases 1-8, for the construction project renovation of the office buildings of the government of Lower Bavaria at the government square in Landshut. The renovation measures include the main building, the Ursuline wing with ox stable building, the garden building and the outdoor facilities. Since the last comprehensive renovation in the 1950s, the technical infrastructure of the listed buildings has not been fundamentally renewed. Together with the technical facilities, it is planned to fundamentally renovate the interior areas of the office buildings in several construction phases for contemporary office use. The roofs and facades have already been largely renovated in sections in recent years. After completion of the building renovation, the entire outdoor facilities with an area of approx. 8,500 m2 will be fundamentally renewed.

The three-storey three-winged complex of the main building was added to the Dominican church in 1699 in the Baroque style as a monastery building. In a northerly direction, the so-called two-storey Ursuline wing runs along Ursuline Street. This baroque building with the three-storey ox stable building as a conclusion to Bischof-Sailer-Platz was also built around 1700. The monastery was dissolved in the course of secularization in 1802 and the buildings were used by the University of Landshut. The garden building, a two-storey classicist hipped-roof building, was built as the university's anatomical institute from 1803 to 1804. Since 1839 – with an interruption from 1932 to 1956 – the entire complex has been the exclusive seat of the government of Lower Bavaria.

The last comprehensive renovation took place in the 1950s before the government of Lower Bavaria re-entered. The roofs and facades have already been largely renovated in sections in recent years. However, the electrical and heating installations are now about 70 years old and urgently need to be renovated or renewed. Since all rooms are affected by this and a partial asbestos contamination of the plasters was also found in the course of construction maintenance work, the renovation cannot be carried out during operation. By outsourcing to interim accommodation, it is therefore possible to adapt the offices to today's standards and the current state of the art with a fundamental interior renovation. With the exception of contemporary equipment with meeting rooms, kitchenettes or sanitary facilities, however, the basic office structure is to be retained.

In addition, accessibility is to be improved by optimising access situations and by installing additional lifts. According to an existing fire protection concept, fire protection upgrades are also required. After the work in the building, the outdoor facilities are to be renovated or renewed. In addition to the functional requirements as a parking area (charging stations, parking lot management system), the main focus is on the ecological qualities (permeable pavements, extensive species-rich greening, tree planting, nesting facilities and insect-friendly lighting) and integration into the listed environment.
