The award procedure aims to identify a contractual partner for the conclusion of a grant contract as part of the improvement of the broadband infrastructure in the parts of the municipality of Nümbrecht that are still under-served by the concessionaire. The subject of the procurement is therefore the establishment of a next generation broadband network in the underserved parts of the municipality of Nümbrecht with the granting of a lost subsidy.
The aim of the measure is to make it possible, by granting investment grants, to access the subscriber lines in the area of the municipality of Nümbrecht that are still under-served via an NGA network. The broadband connections of all subscriber connections that can be reached in the defined expansion area should offer a transmission rate of at least 1 Gbit / s. At the same time, the download rate must at least double as part of this funding measure, whereby the upload rate must increase at least in the same ratio to the initial bandwidth. Furthermore, the broadband connections in the designated commercial areas must be able to provide a transmission rate of at least 1 Gbit / s symmetrically (downstream / upstream). The broadband infrastructure to be set up must be designed by the contractor in such a way that it can be expanded and expanded in the "FTTB / FTTH" quality. It must be ensured that there is no reduction in bandwidth for the other users when additional participants are connected. Furthermore, the stipulations from the associated, preliminary grant decision by the federal government apply to a profitability gap model.
