An evaluation will be carried out of the internal rental agreements with self-managed universities and scientific universities/colleges in Norway. The Ministry of Education and Research wants more knowledge of how the schemes are modelled and what impact they have on good management, operation, maintenance and development and effective land use. The Ministry of Education and Research also wants advice on how the schemes can be improved as a management tool for property management for the Ministry of Education and Research and the educational institutions. The analysis shall in particular evaluate whether future rental systems can contain a capital element and possibly develop a model for cost absorbing rent which can be utilised by the institutions.
