See II.2.4
Object of these supplies: replacement of the current Cobas 6000 chemistry and immunochemistry analyzers [2x (c501 + 3x e601)] and the associated pre-analytical system (MPA), including the installation of a linked automated post-analytical system and a framework agreement for reagents and consumables and associated maintenance.
Comments: this assignment concerns the purchase, delivery, installation, coupling, validation and maintenance of chemical/immunochemistry analyzers including a physically coupled automated pre- and post-analytical system with a bi-directional steel flow. The appliance-related consumables and reagents are also part of the tender. The entire system must be controlled by middleware that is compatible with lis (Glims).
The current pre-analytical and analytical system will be dismantled by the current supplier. Depending on the installation of the new system, installation/ relocation/finishing work will also be required by the tenderer. Without obligation, we give our in-house suppliers the effective specifications. After the request to participate, a site visit will take place and more details will be communicated. In this phase, the tenderer will also be allowed to register with (additional) subcontractors provided that they meet the predetermined selection and specifications requirements due to the lack of this detailed information in the application for participation.
To ensure a good service to the hospital, prescribers and patients, a smooth pre-, post- and analytical workflow is required, which can offer a clinically acceptable TAT at any time. TAT is understood to mean: the time of registration of the sample on the pre-analytical system until the time that the result is finally available in the analytical device.
The analytical system must be equipped to perform approximately 1,200,000 routine tests per calendar year, excluding calibrations, quality checks, 1% rerun (for routine samples and quality checks). The entire system must be provided for at least an annual estimated increase of 3%.
Data from 2 busy days are provided in the effective specifications to be able to estimate the required peak capacity and to provide that the offered solution can absorb the peak moments without impacting the TAT.
A deduplicated system is necessary for the routine tests that must be available 24/7 so that a backup is always available. The analyses involved are listed in a more extensive parameter list that is supplied with the effective specifications.
Essential are quality, traceability, robustness, efficiency and simplicity in the use of the offered solution, with an eye for the work of our laboratory technologists during day and night. Consolidation and uniformity is recommended, partly in the interest of prescribers and patients. The guarantee to be able to offer the same degree of efficiency with the proposed solution (see Excel table Appendix C: Parameter list Selection), contributes to consolidation in the lab, good service and ease of use.
A well-prepared and smooth implementation, a good follow-up and a solid after-sales service is required, in addition to offering training and annual evaluation moments.
An extensive maintenance contract is requested so that the continuity of the service is impacted as little as possible as a result of an (IT or technical) problem / defect.
For practical reasons, dry chemistry is not preferred (e.g. limited storage space).
The contractor offers one complete and working tailor-made solution according to the needs and available space of the contracting authority. The contract shall consist of one (1) lot and shall be awarded to one (1) supplier. This is to ensure optimal compatibility and operation as well as the service... (see assignment documents)
