Description:
L&Q is seeking long-term Operators to manage the funding, installation, and maintenance of EV charging infrastructure across various locations, with a focus on asset renewal, operational support, and compliance.
L&Q are seeking to contract with 1 (or potentially 2) long-term Operators capable of funding asset renewal and expansion while ensuring high availability, safety and affordability
Exact details of the sites will be provided at the tender stage via the Asset Register
Predominantly AC (7-22 kW) with potential limited DC rapid units
Locations include:
• Social Housing Estates
• Car Parks accessible to residents and the general public
• Mix of existing Chargers, some of which are obsolete or end-of-life
Capital Works - Fully Funded
The Operator shall, at its own cost:
• Survey, design, fund, install, and commission new EV chargers
• Replace obsolete, unsupported, or non-compliant chargers
• Manage DNO applications, planning, highways approvals, and landlord consents
• Deliver all civil, electrical, signage, bay marking, and reinstatement works
Operations & Maintenance
• 24/7 monitoring and fault response
• Preventive and corrective maintenance
• Firmware, software, and cybersecurity management
• Helpdesk and customer support
Asset Lifecycle Management
• Condition assessment within first 60 days
• Funded replacement and renewal programme
• Compliance with WEEE and environmental obligations

4. Engagement Activities
On Tuesday 10th March at 10:00am
L&Q will host a Teams briefing to outline requirements - this is a one-way communication - lasting a maximum of 30 minutes and will allow follow up questions (via email, which in turn will be made available via the In-Tend portal) regarding the tender (scheduled for release via In-Tend portal w/c 6th April).
