The subject of the contract is services in the field of forest management as defined in Article 6 (1) (1) of the Act of 28 September 1991 on forests (text one: Journal of Laws of 2021, item 1275, as late as the “Forests Act”) covering works in the field of forest farming and protection, fire protection, obtaining and breaking timber, repairs and execution of new pluck routes, to be carried out in the Komańcza Forest District in 2022.

The procedure shall be conducted under unrestricted invitation to tender pursuant to Article 129 (1) (1) in the case of Article 129 (2) and Articles 132-139 of the Act of 11 September 2019 Public Procurement Law (text one: Journal of Laws of 2021, item 1129, as amended- “PZP”) and implementing acts to the PZP, in accordance with the rules provided for classical procurement with a value equal to or exceeding Union thresholds.

The proceedings shall be carried out in accordance with the rules laid down for the so-called 'reverse procedure' referred to in Article 139 (1), 3-4 of the PZP.

The scope of the subject matter of the contract shall include the total quantities of work in the field of forest breeding and protection, fire protection, timber acquisition and rip-off, repairs and implementation of new pluck routes resulting from Annex 3 to the SWZ, which consists of Annex No 3.1. — size of works by groups of activities, activities and location, Annex No 3.2. — sortment system of logging, Annex No 3.3. - summary of distances and conditions of timber rip, Annex No 3.4. — statement of items not made available for machine-sourcing, Annex No 3.5. - information on use of possible logging technologies. The kind ranges collated in Annexes No 3.1.-3.3. and 3.5. are estimated.

Qualitative standards relating to all relevant features of the subject of the contract are determined by Decision No 19 of the Director General of State Forests of 17 March 2021 on the introduction of the “Description of the standard of forest work performance technology” in the organisational units of the Forests State and Decision No 142 of the Director of the Regional Directorate of State Forests in Krosno of 7 October 2021 on the introduction of the “Description of the standard of technology for the implementation of forest works” in the forestry grouped in the Regional Directorate of State Forests in Krosno. The detailed description of the standard of technology for the performance of individual forestry works (activities) included in the subject of the contract formed the basis for the determination of the quality requirements relating to the elements consisting of the subject of the contract contained in Annex 4 to SWZ (Description of the standard of forest work implementation technology).

Descriptions of the action codes describing the individual forestry works (activities) included in the subject of the contract are described in Annex 4 to SWZ.
