For the management of the electricity, gas, heat, water and sewage networks of Städtische Werke Magdeburg GmbH & Co. KG, a new cross-network control system is to be procured and set up, which will cover the future requirements for network management in all divisions.
To be offered are the delivery of the software and hardware for the cross-network control system, the detailed specification in the form of a specification for the project-specific configurations and adaptations, the configuration and adaptation of the software to the customer-specific requirements, the support during testing and commissioning of all functions necessary for the fulfillment of the task, the commissioning of the system including documentation and training of the personnel of the as well as a maintenance contract.
The new cross-link guidance system is to be completely erected by the bidder and created in German.
The cross-link control system to be procured must have the following functions, among others:
- Basic SCADA functions (message processing, measured value processing, process controls)
- Mapping of topological interlocking conditions in the field of electricity
- Creation of switching sequences by recording
- Continuous archive of process events (recorder function) with functions to run past process events again and to be able to display the recorded states in the network images.
- Collective state representations for fields and supply lines with multiple network stations
- Representation of superordinate topological states by topological network coloring
- Functions for fault analysis in electrical networks (earth fault and short-circuit location)
- Simulation function with power flow calculation and short-circuit calculation
- Standortübergreifende Redundanzfunktion
- Functions for data preparation and network image creation
- Extensive network calculation functions
- The new cross-network control system must meet the requirements for information security in accordance with Section 11 (1a) of the German Energy Industry Act (EnWG) and the associated IT security catalogue of the BNetzA.
The scope of delivery and services essentially consists of:
- Central redundant hardware at 2 main locations and one backup site
- Workplaces at the main locations
- Interfaces to the office world and other processing systems
- Redundant process coupling with the protocol IEC 60870-5-104 and IEC 60870-6 TASE.2
- Application and system software
- Measures to ensure information security on the basis of applicable standards and guidelines ISO/IEC 27001, 27002 and 27019.
Services required for project implementation and system implementation include:
- project management
- System analysis/specification
- Data modeling, data transfer, parameterization and image generation
- Delivery, installation, commissioning, trial operation and acceptance
- Quality assurance and testing (factory function and commissioning tests)
- Training for operating personnel and data and system administration
- complete documentation
A service contract must also be offered.
