Finnmark fylkeskommune [county municipality] is responsible for the operation of the grants based public transport offer in Finnmark, under the label “Snelandia”. The offer consists of bus, on-demand transport, express boat and ferry, and is implemented by approx. 15 different operators.

Finnmark county municipality is announcing a tender for the operation of the ferry connection Kongshus — Mikkelsby in the period 1.10.2019 — 31.12.2025. The gross contract will form the basis of the connection.

The connection is located in Alta municipality, and is the county's smallest connection, with a length of approx. 2,35 km. Operation will occur by ferry, but please note that there are no traditional ferry quays on either the land or the island side. The special quay solution is specified in its own appendix.

This procurement is implemented in accordance with the Public Procurements Act 17.7.2016 No 73 (the Public Procurement Act) and the Public Procurement Regulations dated 12.8.2016, No 974 (the Public Procurement Regulation).

The other primary provisions governing the competition are:

— the Act relating to professional transport by motor vehicles and vessels, dated 21.6.2002, No 45 (the Professional Transport Act),

— regulations for professional domestic transport by motor vehicle or vessel, of 26.3.2003 No 401 (the Professional Transport Regulation).

The procurement will be implemented as an open tender competition, in accordance with the Public Procurement Regulation Part I and Part III. This procedure provides all interested tenderers the opportunity to submit tender offers for the competition.
