Engineering services for renewable heat generation, pipes, storage and control technology as well as other services related to the overall energy supply in the project area (heat network 4.0, innovations) are advertised. A thermal response test for geothermal probes with a depth of 150 m is also to be offered, with a specialist contractor to be involved as a subcontractor.

The entire engineering services are to be provided in a two-stage contract in accordance with HOAI's service phases 1-9.

When implementing the planning services, the provisions and guidelines specified by the sponsor must be observed.

Ladies and Gentlemen,

Building Management (GaOer) is planning a heat supply of at least 90% renewable as part of the aforementioned funding program for the buildings of the district of Uelzen on the vocational school campus and for adjacent buildings of the Hanseatic city of Uelzen (Herrmann Löns primary school) as well as other potential customers. The goal of a climate-neutral building inventory is to be achieved within the framework of planning and implemented with the help of subsidies whenever possible.

A phased contract for the creation and implementation of an energy supply is announced as described in the kfw 432 district concept “Vocational School Campus Uelzen” and in the project outline for the Heat Networks 4.0 program. Based on the subsidy program, the integration of the power supply and energy storage must be taken into account in addition to providing heat.

The prerequisite for commissioning is the Bafa's commitment to funding the feasibility study in the Heat Networks 4.0 programme, for which the application was submitted on 09.07.2021.

The first part of the call for proposals is the preparation of the feasibility study in Bafa's heat grids 4.0 funding program (performance phases 1-4). The contractor is responsible for complying with the funding conditions. At the beginning of the feasibility study, a professional exploration of the substrate must be carried out in terms of use for earth probes at 150 m (sample drilling and thermal response test). If the feasibility study is successful and funding commitment for implementation or alternative financing option and political decision, the AN will implement the planning implementation of the heating network with heat generators (service phases 5-9).

Several supply variants are still possible. In addition to the buildings of the district's vocational schools, the Herrmann Löns School (Elementary School of the Hanseatic City of Uelzen), the buildings of the Chamber of Agriculture and the “Green Centre” (rural people,...) and, if necessary, the adjacent daycare center, as well as individual private households, are planned to provide heat.

Planned share of EE and waste heat: 90%. Planned share of fuel-free energies: 53%. Maximum planned proportion of fossil fired boiler plants: 10% Due to the small size of the heating network, several innovation aspects have to be taken into account so that the realization of the heating network is eligible for funding. Due to the terms of use (holiday periods), strongly fluctuating energy requirements must be taken into account, for which an economic concept with low energy costs must be developed. In addition, the aspect of climate-neutral energy supply at the vocational school should also be integrated into teaching and therefore a wide range of technologies will be shown. Work is expected to work on the parallel planning of the new buildings and the refurbishment of the existing buildings, such as the planning of the cables, a possible geothermal probe field, and the required size of a “heating center”.
