The competition concerns a contract for the delivery of a nursery school and school administrative system for the childhood and youth sector: school (with before-and-after-school care) and nurseries. The Contracting Authority shall also procure a LMS (Learning Management System) This means 2 complete systems for the childhood and youth sector in the municipality and it shall ensure that daily operations function as optimally as possible.

The system shall safeguard the entire education course from nurseries to sixth form colleges and render paper copies superfluous. The system shall cover the administrative tasks for school and nursery owners and the service locations in addition to communication between teacher, pupil and home. The system must be compatible and integrated with the systems used in the child and youth sector, and municipal administration.

There will be a strong focus on efficient work processes in the municipality and the new administration system for this sector shall support this The system shall therefore have close integration between the administrative systems and not least the professional systems in the municipalities, so that double registrations and unnecessary work processes are eliminated.

The contracting authority expects that the new system shall be in commission by 1.8.2019 for the participants. However, the Contracting Authority reserves the right to determine when the systems shall be available for each user. The implementation and use shall be agreed with the new supplier.

The contract is subject to alterations due to the reform of Local Government and budgetary coverage.

A draft of the tender documentation is attached to this qualification documentation. The Contracting Authority reserves the right to make smaller, unsubstantial alterations of the documentation prior to inviting the tenderers to submit tenders.

Lots and alternative tenders:

Tenderers may submit tenders for the following:

1) Education administration system (OAS);

2) Learning Management System (LMS).

Tenders cannot be submitted for parts of each group, and alternative tenders are not allowed.

The Contracting Authority is dividing up the assignment in accordance with PPR §19-4, and has done this in accordance with the groups listed above. It is not considered suitable to divide the assignments any further.
