The subject of the tender is the implementation of a rail replacement service in local public transport in the Hamburg city area (line: Hamburg-Burgwedel to Hamburg-Eidelstedt). The transport services to be awarded are to be provided for several months in 2023 and 2024:
- Lot 1: 88,497.37 timetable kilometres in 2023 (performance period: 20.08.2023 to 31.12.2023)
- Lot 1: 110,770.09 timetable kilometres in 2024 (performance period: 01.01.2024 to 15.06.2024).
- Lot 2: 65,066.50 timetable kilometres in 2023 (performance period: 20.08.2023 to 31.12.2023)
- Lot 2: 81,312.46 timetable kilometres in 2024 (performance period: 01.01.2024 to 15.06.2024).
If a contract has not been awarded by 06.08.2023, operations must commence within 2 calendar weeks of the award of the contract. In this case, the client's obligation to pay remuneration only arises at the time of commencement of operations by the contractor. The contractor is responsible for planning the necessary deployment of personnel on the basis of the circulation specified by VHH in the tender documents.
The client will rent all vehicles to the contractor, which the contractor will then have to use exclusively for the provision of the transport services. For Lots 1 and 2, the following vehicles are planned:
- 4 articulated buses (at least 3-door)
The transport services are to be provided for an initial period of approximately ten (10) months. The start of operations must take place on 20.08.2023. If the award of the contract is delayed, the start of operations must take place within 2 calendar weeks after the award of the contract. The operation ends on 15.06.2024. The client has the unilateral option to extend the term three times, each time by up to a further two months, but no later than 15.12.2024. The extension must be notified in writing to the contractor six calendar days before the end of the term.
Two lots are formed for the order in question. Tenders for one or more lots are permitted. It is awarded by lot. Each bidder can be awarded a maximum of one lot. If a bidder can be considered as an award beneficiary for several lots, the award limitation takes place in the form that the award is made on the lot given priority by the bidder in his offer letter. In the remaining lots, the corresponding bidder is not taken into account. This only does not apply if a lot otherwise remains unoccupied.
