Description:
Provision of postal or money orders with retirement provision benefits and their possible returns.

1. The subject of the contract is the provision of postal or money transfer services consisting of delivering cash benefits from retirement provision, issued by the Pension Service of the Ministry of the Interior and Administration, to persons authorized to the address indicated by the Ordering Party and their possible returns in accordance with Description the subject of the order (OPZ), constituting Annex 1 to the ToR.

2. As part of the subject of the contract, referred to in point 1, the Contractor is obliged to carry out preparatory activities enabling the implementation of the service.

1. The subject of the contract is the provision of postal or cash order delivery services consisting in the delivery in cash of cash benefits from retirement provision, hereinafter referred to as benefits, awarded by the Pension Service of the Ministry of the Interior and Administration, to persons authorized to the address indicated by the Ordering Party and their possible returns in accordance with the Description of the subject of the order (OPZ), which is Annex 1 to the ToR.

2. As part of the subject of the contract, referred to in point 1, the Contractor is obliged to carry out preparatory activities enabling the implementation of the service, in particular:

2.1. make necessary changes to their systems by November 18, 2019 in the scope of:

1) handling the file of transfers in the format specified in Annex 1 to the OPZ;

2) generate reports on loading files specified in Annex 2 to OPZ;

3) generate and print transmissions according to the data described in Annex 3 to the OPZ;

2.2. generate and exchange cryptographic keys with the Employer by November 15, 2019, in accordance with the procedure described in Annex 4 to OPZ.

2.3. conducting tests from November 19, 2019 to November 29, 2019, checking the process of handling transfers according to the following schedule:

1) by November 21, 2019. The Employer shall prepare and send to the Contractor two test files (one correct, the other with errors and missing data);

2) by November 22, 2019, the Contractor decrypts the transfers and loads them and sends the loading reports described in Annex 2 to the OPZ to the Employer;

3) by November 27, 2019, the Contractor (without sending to the addressees) will generate and print the transfers described in Annex 3 to the OPZ, and then send their scans to the Employer for verification;

4) by November 29, 2019, the Contractor and the Employer shall approve the correct operation of the system and draw up a acceptance report in accordance with the template constituting Annex 6 to the OPZ.

2.4. The Awarding Entity reserves the right to change the dates referred to in item 2 in the event of the conclusion of the contract after November 13, 2019.

2.5. The contractor will start the implementation of the contract referred to in point 1 not later than on 2/12/2019.

3. Delivery of benefits granted by the Employer to authorized persons to the address indicated by the Employer:

3.1. in the form of postal orders referred to in the Act of 23.11.2012 Postal Law (Journal of Laws of 2018, item 2188, as amended), may be implemented by entities having the authorization to perform postal activities in the scope of providing postal services in domestic trade, covered by the obligation to enter in the register of postal operators referred to in art. 6 of the Act of 23.11.2012 Postal Law, kept by the President of the Office of Electronic Communications; or

3.2. in the form of transfers of funds referred to in art. 3 clause 3 of the Act of 19.8.2011 on payment services (Journal of Laws of 2019, item 659, as amended), may be implemented by entities authorized to perform payment services, i.e. being payment service providers within the meaning of the Act of 19 August 2011 on payment services. By delivering benefits in the form of transfers, the Ordering Party understands the payment of the monetary amount specified in the transfer to the hands of the recipient, with acknowledgment of receipt, at the address he indicates.

4. The scope and rules for the performance of the subject of the contract, including the requirements and conditions for the implementation of the contract are also specified in the Contract Template constituting Annex 3 to the ToR.

5. The Employer requires that the Contractor or Subcontractor during the implementation of the subject of the contract employ persons performing activities in the field of accepting and confirming the correctness of files sent by the Employer, under an employment contract within the meaning of the Act of 26.6.1974 of the Labor Code (Dz. Of Laws of 2019, item 1040).
