The activity includes the delivery and implementation of a system for electronic fare collection for passengers in public transport, which represents an integrated digital solution to improve the efficiency and effectiveness of public transport. The introduction of a system for electronic fare collection and passenger counting in public transport will contribute to the digitalization of public transport, as citizens will be provided with a service through a mobile electronic fare collection system via a specialized internet platform and a mobile application. The contract includes the delivery, installation, configuration, adaptation, and commissioning of the following equipment:
Centralized software for managing ECTP - 1 unit;
Workstations with application software for managing the connected equipment and ensuring the sale of transportation documents - 2 units;
Contactless passenger cards (smart cards), compatible with ABT (Account-Based Ticketing) system, with the possibility of personalization - 5,000 units;
Smart card issuance printer - 2 units;
Smart card reader - 2 units;
Document scanner - 2 units;
Validating devices (validators) with application software - 70 units;
Control devices and application software - 10 units;
Vehicle location determination system - 1 unit;
Automatic passenger counting system with centralized software - 70 units;
Mobile application for passengers - 1 unit.

The contracting authority foresees the possibility of assigning additional delivery of components from the subject of the order in the form of options - up to 20 units (Validating devices (validators) with application software (point 1.3 of Section V/B of the technical specification) and up to 20 units of Automatic passenger counting system with centralized software (point 1.6 of Section V/B of the technical specification) at a value not exceeding the difference between the offered value by the participant according to the Price Proposal and the estimated value of the order (1,141,141.45 BGN) excluding VAT.
The option will be exercised through an additional agreement, subject to compliance with the deadlines and technical requirements specified in the Technical Specification and with the possibility of delivery and installation by 30.06.2026.
The conditions for invoking and realizing the rights of the Contracting Authority under the provided "Options" are according to the detailed conditions specified in the draft contract.
The deadline for the execution of the contract is from the date of signing until the eligibility period for incurring expenses under the financing contract for project No. BG-RRP-8.013-0005 "Eco-friendly mobility in the municipality of Gabrovo and the municipality of Sevlievo through measures for the development of ecological, safe, functional, and energy-efficient transport systems", but not later than 30.06.2026, and concludes with the acceptance of all activities within the scope of the contract (public procurement).
