Description:
Procurement involves supplying and installing hardware equipment, application software, and system software for the National Real-Time Ambient Air Quality Monitoring System to meet Directive 2008/50/EC requirements, including installation, configuration, testing, and user training.

The aim of the procedure is to contribute to the improvement of ambient air quality (AQR) monitoring by modernizing and upgrading the National Real Time AVA Monitoring System.
The measure will contribute to meeting the requirements of Directive 2008/50/EC (on ambient air quality and cleaner air for Europe) for the provision of AVA data in real time through the NSMCAWRV and the AQR Data Reporting Information System.


LOT-0001
"Supply of hardware equipment (servers, workstations, Datalogger, communication exchange mechanics) and application license software for the National Real Time Ambient Air Quality Monitoring System".
The aim of the activity is the supply and installation of the hardware and installation of the software in a production environment at all levels of the National Real-Time Ambient Air Quality Monitoring System, which does not include additional software development.
Activity 8.1.1.1 – Supply and installation of hardware equipment (servers, workstations, Datalogger, communication exchange mechanics) and application software; installation and configuration of system and application software
• Installation of system software (Microsoft Windows Server 2022 Standard or equivalent and Microsoft Windows 11 Pro or equivalent) acquired under Lot 5 and provided by the Assignor to the Contractor. The system software will be installed on the supplied servers, workstations and Dataloggers.
• Delivery and installation of the equipment of the Assignor's sites, acquired under lot 1, lot 2 and lot 4, together with representatives of the Assignor;
• Installation of the application software at the sites of the Assignor;
• Preparation of complete technical documentation, and mandatory and the connection schemes between the individual hardware components with an explicit indication of the type of port and the connectors used.
Expected results
The results of the activity are:
• Supplied and installed hardware equipment, installed system and application software at the sites of the National Real Time Ambient Air Quality Monitoring System;
• Accepted by the Assignor activity by signing handover protocols for delivery, installation, installation and configuration, certifying compliance with the requirements for performance of the activity;
• Prepared complete technical documentation with connection schemes.
Activity 8.1.1.2 – Implementation of the delivered hardware and software in the information and communication structure of the NSMCAVRV
The implementation of the activity includes:
• Implementation of the hardware equipment and application software, subject to lot 1, lot 2, lot 4 and system software under lot 5 of the public procurement in the production information and communication environment of the Executive Environment Agency described in item 7. Current status of the NSMCAVRV without impairing the operability of the system, and may allow a single interruption of the work of the AIS for no more than 8 hours, of the RDP and RL for no more than 4 hours, of the CDP for no more than 1 hour. The above should be demonstrated in the "Connectivity Methodology" applied in the technical proposal of the participant;
• Preparation of a methodology and plan for conducting the tests, including description of the scope of testing, type and specification of tests, defect management, regression policy, tools, logistic provision and other process parameters;
• Preparation of a program plan for the training of users of the system.
Expected results
The results of the activity are:
• Implemented hardware equipment, system and application software;
• Accepted by the Contracting Authority activity with the signing of handover protocols for implemented hardware equipment, system and application software;
• Agreed with the Contracting Authority methodology and plan for conducting the tests;
• Agreed with the Contracting Authority "Plan-program for consumer education".
Activity 8.1.1.3 - Testing
The Contractor together with the Contracting Authority shall conduct acceptance tests in accordance with the approved methodology and testing plan under Activity 8.1.1.2 in order to confirm the compliance of the equipment, system and application software with the requirements of the Contracting Authority and to demonstrate the operability of the NSMCAVVV.
The contractor must draw up protocols for acceptance tests of all components of the NSMCAVRV and the overall system.
Activity 8.1.1.4 - Training
The Contractor must organize and conduct trainings on the "Consumer Education Plan" approved by the Contracting Authority under Activity 8.1.1.2 for the following groups and users of the NSMCAVRV:
• System administrators – EAE employees;
• CDP operators;
• Operators of all RDP/RL;
• Operators of all AIS.
The result of the implementation of the lot must be: delivered, installed and implemented equipment and software at the Assignor, and functioning NMSMAWRVRV, as well as updated technical and operational documentation of the system and training of administrators and users

LOT-0002
"Delivery of printers for the needs of NMSMAVVV".
In fulfillment of the public procurement, the selected Contractor should deliver to the address of the Assignor and warranty service of 67 pcs. printers for the needs of NMSMAVRV.
The printers covered by the lot must be new and unused, and each item must be equipped with all the necessary power, interface and other cables, adapters and accessories necessary for its normal operation, as well as with the necessary technical documentation for proper operation. The power supply and cables must be provided for operation in the Republic of Bulgaria.
2. Supplied printers must meet the safety requirements in use. When making the delivery, the Contractor should provide instructions for safe operation.
3. The contractor must submit at the handing over of the delivery under the lot all the documents, certificates, instructions, warranty cards, etc. necessary for the further use of the delivery.
4. When making the delivery under the separate position, the Contractor must submit documents containing the technical characteristics, make and model of the proposed printers, which will establish compliance with the requirements specified as minimum requirements in the technical specification under this lot. It is allowed to present printouts of Internet links from which to extract the relevant information. The printouts must also indicate the manufacturer's internet link.
5. The contractor must draw up handover protocols upon delivery under Lot 2, together with the other supporting documents


LOT-0003
"Delivery of UPS for the needs of NMSMAWRV".
The selected Contractor should make delivery to the address of the Assignor and warranty service of 71 pcs. UPS for the needs of NMSMAWRV.
The UPS covered by the lot should be new and unused, and each item should be equipped with all the necessary power, interface and other cables, adapters and accessories necessary for its normal operation, as well as with the necessary technical documentation for proper operation. The power supply and cables must be provided for operation in the Republic of Bulgaria.
2. Supplied UPS must meet safety requirements in use. When making the delivery, the Contractor should provide instructions for safe operation.
3. The contractor must submit at the handing over of the delivery under the lot all the documents, certificates, instructions, warranty cards, etc. necessary for the further use of the delivery.
4. When making the delivery under the separate position, the Contractor must submit documents containing the technical characteristics, make and model of the offered UPS to establish compliance with the requirements specified as minimum requirements in the technical specification under this lot. It is allowed to present printouts of Internet links from which to extract the relevant information. The printouts must also indicate the manufacturer's internet link.
5. The contractor must draw up acceptance and delivery protocols under Lot 3, together with the other accompanying documents.
The result of the execution of the lot must be: equipment delivered and put into operation.


LOT-0004
"Supply of switches for the needs of NMSMAVRV".
In pursuance of the separate position under the public procurement, the selected Contractor should deliver to the address of the Assignor and warranty service of 70 pcs. switches for the needs of the NSMCAVRV. Together with representatives of the Assignor, the Contractor must carry out installation, installation and configuration of the switches of the sites of the National Ambient Air Quality Monitoring System in real time.
The result of the execution of the lot must be: equipment delivered and put into operation.


LOT-0005
"Delivery of system software/software licenses for the needs of NSMKAVRV".
In pursuance of the public procurement, the selected Contractor should deliver to the address of the Assignor and warranty service of 82 pcs. system software for the needs of the NSMCAVRV. The result of the implementation of the lot must be: software supplied and installed.
