By means of this tender, the Bayreuther Festspiele GmbH would like to commission a suitable, reliable and expert company with the security coordination during the rehearsal and festival season 2024 at the location of the Bayreuther Festspiele GmbH.
The assignment takes place with the option of three extensions by one each
for another year until the 2027 festival season at the latest.
The tasks of the security coordinator include advising the festival management on security issues, acting as a contact person for authorities such as the BKA, LKA, state security, police and fire brigade, as well as obtaining permits for special uses and exemptions in the area of StVG/StVO, public order office, building regulations office, etc.
Based on the experience gained from previous years and current developments, the existing security concept must be adapted to the new findings and developments for the coming rehearsal and festival seasons.
As head of operations, the contractor is responsible for the supervision and enforcement of property and event protection by the security service provider to be commissioned separately in accordance with the security concept. Thus, the contractor acts as a link between the responsible representatives of the client and the security service provider. In the course of this, service instructions must be drawn up for the security service provider. In this context, the safety coordinator acts as a permanent contact person for the client on site in order to enforce any changes that arise and to ensure the proper implementation of the safety concept.
The contracted company is responsible for carrying out training measures for the security service provider and the employees of the Bayreuther Festspiele GmbH on the subject of unconventional explosive and incendiary devices and objects suspected of being explosives.
Furthermore, the contractor prepares operational regulations within the framework of the security concept to be implemented.
The contractor's field of activity also includes monitoring the relevant press and the Internet for possible threat groups in order to carry out the resulting measures for necessary adjustments to the security concept.
During the events, the contractor shall ensure that the organizational, personnel and technical protective measures are maintained. As part of the fulfillment of the order, a daily briefing with representatives of the authorities, the festival management and the security service providers is necessary. The other day-to-day tasks include the evaluation of reporting and reporting, the implementation of situation adjustments, the briefing of the emergency services and the operational management of all personnel security measures.
Following the individual events, the contractor must compile statistics of past events in order to subsequently incorporate new findings into the existing security concept.
Should it be necessary to set up technical protective measures in the course of the fulfillment of the order, the contractor is responsible for the planning and implementation of these after consultation with the client.
