Description:
The project involves supplying products and services for an integrated computer system for toll collection and transport management in Brașov, requiring bidders to submit offers for four distinct lots that encompass hardware, software, and installation services.

The lots have been divided strictly for reasons related to the fact that project financing is carried out under 4 distinct financing contracts, as well as the contracting authority's desire to implement a fully integrated computer system, whose components share and automatically exchange data. Thus, interested bidders are required to submit offers for all four Lots, and the evaluation will be completed integrally for all four lots.
The winning bidder will sign four contracts, one for each lot, but will be responsible for implementing a cohesive and fully functional system incorporating all components acquired in all four lots.

Any interested economic operator has the right to request clarifications or additional information only through SICAP, at least 20 days before the submission deadline set for submitting bids, according to art. 160 para. (1) and para. (2) of Law 98/2016.
Provided that requests for clarifications or additional information were submitted within the aforementioned term, responses from the contracting authority will be published in SICAP at least 11 days before the bid submission deadline, according to art. 161 para. (1) of Law 98/2016, with the contracting authority not being obliged to respond to requests made through other communication methods or outside the established timeframe.

The specific objectives of this lot include:
• Supply and commissioning of the infrastructure equipment for the RATBv data center, allowing for the installation of all centralized software components of the future system
• Supply and commissioning of workstations for RATBv operators
• Cabling work for 165 vehicles
• Supply and installation of onboard computers for 165 vehicles
• Supply and installation of GPS+GSM antennas for 95 vehicles
• Supply of 240 validators and installation of 237 validators
• Supply and installation of 100 onboard switches
• Supply and installation of validators at 82 stations on metropolitan routes, as well as execution of all necessary electrical and cabling work for their operationalization

• Procurement and installation of 42 information panels at stations, including the construction of the installation metal structure, with foundation

The specific objectives of this lot include:
• Supply and commissioning of a centralized software platform for the management of transport titles for metropolitan routes (definition, sales, control), including API communication mode with other applications and equipment within the integrated metropolitan transport management system
• Supply and configuration of a web portal application for clients, for managing the user account in the automated ticketing system and purchasing transport titles
• Supply and configuration of software applications for mobile devices for transport service clients, for managing the user account in the automated ticketing system and purchasing transport titles
• Supply and configuration of multifunctional mobile devices for selling transport titles by third-party companies with which RATBv concludes sales agreements, including a sales software application for these devices
• Supply and configuration of multifunctional mobile devices and a software application for multifunctional devices, for control activities
• Supply and configuration of a software application for managing the transport fleet and onboard and station information panels
• Supply and configuration of a software application for managing defects in the infrastructure of equipment within the integrated metropolitan transport management system
• Supply of a development/configuration platform for API interfaces and their configuration for accessing data related to ticketing subsystems and fleet management and information panels.
• Procurement of 70 sets of three onboard (lateral) LED information panels, for identifying the route and direction: front, side, and rear panel.
Bidders should consider that within the contract it is required to offer an integrated computer system, which will include for all lots all requested hardware components, system standard software and specialized application software that meets the minimum requirements of the specifications and allows for the complete achievement of the project objectives, according to the specifications of each lot. The mandatory requirement for the integration of all components supplied within each lot into a cohesive system will also be taken into account.
The contracting authority requests the offering of specialized application software applications and platforms that already exist, whose functionalities can be configured and implemented within a maximum of 6 months from the contract signing date. Thus, proposals are requested for existing software systems, which can be procured through licensing, and the implementation effort (services) should focus on application configuration and integration with existing systems rather than on the development of base software products or functionalities. Offers proposing the development from scratch of one or more applications and which do not explicitly present the proposed software products will not be accepted, as this is a supply contract and not a contract for customized software development services.
